On the morning of September 5, together with functional forces throughout the city, the Traffic Police Department (CSGT) of Hai Phong City Police simultaneously launched a campaign to deploy a plan to ensure traffic order and safety (TTATGT) to serve the 2026-2027 school year Opening Ceremony, and at the same time deploy a peak month to ensure traffic order and safety for students going to school.
From early morning, traffic police forces were present at city gateways, key roads, central areas, especially areas around schools to organize traffic diversion, regulate traffic, guide parents and students to move safely, minimizing congestion, especially before and after the opening ceremony.
Hai Phong City currently has 925 educational institutions and schools. With a large number of educational institutions, the demand for traveling and picking up and dropping off students on the opening day and the first days of the school year is expected to increase, posing a potential risk of congestion and loss of traffic order and safety in school areas.
According to information from Hai Phong City Police: Implementing the direction of the City People's Committee and the Director of the City Police, the Traffic Police Department has proactively developed plans, mobilized forces, vehicles, and arranged officers and soldiers to ensure traffic order and safety at 139 schools in the area. In which, Road Traffic Police Team No. 1 ensures at 22 schools; Road Traffic Police Team No. 2 at 52 schools; Road Traffic Police Team No. 3 at 27 schools; Road Traffic Police Team No. 4 at 19 schools and Road Traffic Police Team No. 5 at 19 schools.

In addition, 100% of the personnel of the Road Patrol and Control Teams are deployed on duty, ready to perform tasks of traffic diversion, regulation, and handling of arising situations. Teams and Stations of Waterway Police also deploy forces to ensure traffic order and safety at ferry passenger terminals across rivers, and at the same time strengthen propaganda and remind people to comply with regulations on waterway traffic safety.
Along with traffic diversion and regulation, the traffic police force strengthens patrols and inspections, focusing on handling violations that are direct causes of traffic accidents such as: alcohol concentration violations, speeding, not wearing helmets, driving in the wrong lane, stopping and parking vehicles not in accordance with regulations. In particular, functional forces focus on controlling and preventing the situation of students who are not old enough to drive vehicles; carrying more than the prescribed number of people; vehicles that do not ensure safety; passenger transport business vehicles picking up and dropping off students violating traffic safety regulations.
September 2026 is identified as the "Peak Traffic Safety Month for students going to school", the Traffic Police Department of Hai Phong City Police requests parents, students and traffic participants to raise awareness of self-discipline in complying with traffic safety laws; not handing over vehicles to people who are not old enough to drive; wearing helmets in accordance with regulations when participating in traffic by motorbike, motorcycle, electric bicycle; complying with the instructions of functional forces when picking up and dropping off students.
With the motto of proactively preventing, diverting traffic early, strictly handling violations and ensuring smooth traffic, the Traffic Police Department is determined to effectively implement the peak month, contributing to building a safe and civilized traffic environment, so that every day of school for Hai Phong students is truly a joyful and safe day.
