People struggle to travel through the extended construction road
Recently, city residents have continuously complained about the prolonged construction and messy construction materials at Trung Luc, Luc Hanh, Nguyen Don, Tran Van Lan... streets in Hai An ward. The road was already narrow, now construction is prolonged, along with machinery and materials gathered, making people's movement difficult. "Dust in sunny days, flooded for 2-3 days before the water recedes. The road has been under construction for more than half a year but has not been completed, affecting our lives" - Ms. N.V.N (32 years old, residing in Luc Hanh street) shared.
Notably, the Trung Luc and Luc Hanh routes passing through many schools make people even more upset and worried about unsafety for young children as the new school year is approaching. According to Lao Dong reporters' records on the morning of September 4, in front of the gate of Dang Lam Elementary School, 1/2 of the road surface is being prepared for asphalt paving, making traffic difficult, and at times local congestion. On Luc Hanh road, workers are constructing necessary items before asphalt paving. Meanwhile, on Trung Hanh road, the road surface has not been asphalted, and the manhole is 4-5 cm higher than the road surface, posing a potential risk of unsafety.

Mr. B.V. K, 35 years old, a parent with a child studying at Dang Lam Elementary School, said that other road sections have been completed, but the section passing through the elementary school gate is still messy. "We propose that the government and construction unit prioritize sections near schools, restore the road surface so that children can go to school safely" - Mr. K shared.
URGENTly complete asphalt paving for 2 road sections through schools
Regarding people's feedback, on the morning of September 4, in an exchange with Lao Dong Newspaper, a representative of the leaders of Hai An Ward People's Committee said that the project to improve rainwater drainage capacity in Trung Luc, Luc Hanh, Nguyen Don areas was approved by the City People's Committee in 2025, with a total investment of about 117 billion VND from public investment capital. The main items include a box culvert system on Trung Luc, Luc Hanh, Tran Van Lan routes; a rainwater drainage pumping station with a designed capacity of 9 m3/s at Cat Bi Lake and related items, implemented in 2025-2027.
The reason why the construction routes are prolonged is because the construction site is located in a densely populated residential area, with a narrow ground. Under the road surface and sidewalks are complex power, telecommunications, and water supply networks. Tran Van Lan line is entangled in 24kV medium-voltage underground cables; Trung Luc line has telecommunications cables located close to or coinciding with the location of box culverts and manholes.

Regarding the Trung Luc - Ngo Gia Tu intersection, the density of underground cables and water supply pipes is dense, making it impossible for contractors to use excavators and have to excavate manually. Not to mention, in August, prolonged heavy rain due to the impact of storm No. 4 also caused these roads to be deeply flooded, and construction had to be stopped for 10 consecutive days, greatly affecting the progress.
Recently, in response to people's reflections, leaders of Hai An ward inspected the site, requesting contractors to urgently accelerate the construction progress, complete the asphalt paving of grade 1 on Luc Hanh and Trung Luc streets before the opening day of the new school year September 5. Contractors focused manpower and machinery, prioritizing handling locations that directly affect people and schools. Some items were organized to be constructed at night to maximize time. The gathering of materials was also required to be arranged more neatly, limiting encroachment on the roadway.
By the afternoon of September 4, the 1st layer asphalt paving item on Luc Hanh and Trung Luc roads had been completed, ensuring progress according to the set requirements. After rough asphalt paving, the units will continue to complete asphalt concrete after completing the installation of the box culvert system according to the design, trying to bring the project to the finish line on schedule.
