On March 10, Mr. Le Duc Tien - Vice Chairman of the People's Committee of Quang Tri province confirmed that Quang Tri province has completed the proposal for the Cam Lo - Lao Bao expressway project under the public-private partnership (PPP) method.
This project has a scale of 4 completed lanes, a design speed of 100km/h with a route length of 56km, ensuring compliance with the planning approved by the Prime Minister in Decision No. 12/QD-TTg dated January 3, 2025.
The total estimated investment of the expressway is 13,939 billion VND, of which the state budget participating in the project is 68% (guaranteed not to exceed 70% according to the amended PPP Law in 2024); investor mobilized capital is 32% (about 4,460 billion VND) with a toll collection and capital recovery period of nearly 21 years.
"The project dossier has been completed by the People's Committee of Quang Tri province according to the direction of Deputy Prime Minister Tran Hong Ha in Document No. 5550/VPCP-CN dated August 5, 2024" - Mr. Le Duc Tien informed.
After completing the project dossier, on March 7, 2025, the People's Committee of Quang Tri province sent a document to Deputy Prime Minister Tran Hong Ha and Prime Minister Pham Minh Chinh - requesting the Prime Minister to allocate capital from the central budget, directly supporting the project with VND 9,479 billion (equivalent to 68% of the total preliminary investment of the project) in the 2026-2030 period for implementation.
In addition to the central government's proposal to support the Cam Lo - Lao Bao expressway project, the People's Committee of Quang Tri province proposed that the Prime Minister consider and allocate VND1,600 billion from increased revenue and central budget savings in 2024 for Quang Tri to implement the project to build National Highway 15D from My Thuy seaport to the Cam Lo - La Son expressway, nearly 22km long. Support VND 3,009 billion to implement 2 other sections of National Highway 15D including: building a new 34km from Cam Lo - La Son Expressway to Ho Chi Minh Road, West branch under PPP; 12km from Ho Chi Minh Road, West branch to La Lay International Border Gate under public investment.
Previously, during General Secretary To Lam's visit and work in Quang Tri province in October 2024, Quang Tri province had many proposals and recommendations and was basically supported and agreed by ministries and branches. In the spirit of creating conditions and maximum support to promote the socio-economic development of Quang Tri province, the Central Party Office issued Notice No. 101-TB/VPTW on the conclusion of the General Secretary, requesting the Government Party Committee to direct the Government, ministries, departments and central branches to study and support Quang Tri province to remove bottlenecks and difficulties to continue development. In particular, priority is given to helping the province exploit the East-West Economic Corridor well, expand development space to the West according to Resolution No. 26-NQ/TW of the Politburo, complete National Highway 15D connecting My Thuy seaport (Hai Lang district) to La Lay International Border Gate (Dakrong district); have a plan to invest in the construction of the Cam Lo - Lao Bao expressway...
According to the general assessment, the two traffic routes mentioned above are very important, when completed, they will connect with Laos and Thailand to help trade goods.
