On February 4, the Ministry of Justice held a meeting to review the proposal to draft a National Assembly Resolution on piloting special mechanisms and policies, especially for the development of the urban railway network system in Hanoi and Ho Chi Minh City by 2035.
At the meeting, the representative of the Ministry of Transport gave an overview of the implementation of urban railway investment and construction. Accordingly, Hanoi has put into operation Line 2A, Cat Linh - Ha Dong section, 13 km long; Line 3, Nhon - Hanoi Railway Station section (Nhon - Cau Giay elevated section), about 8.5 km long.
Ho Chi Minh City has operated and exploited Line 1, the Ben Thanh - Suoi Tien section of about 19.7 km. However, the implementation of investment in urban railway lines in the two cities is still slow, not meeting the goals, development needs and reducing traffic congestion in the area in recent times.
Therefore, the development of this Resolution is necessary to mobilize all legal resources to implement investment, shortening the procedures, investment preparation time and implementation progress to the maximum.
At the same time, this will promote the proactiveness and positivity of localities, ensuring efficiency; realizing Conclusion No. 49-KL/TW of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.
Regarding the issuance of government bonds to supplement the annual investment plan and budget for urban railway projects and urban railway projects following the TOD model, the representative of the Ministry of Finance requested the drafting agency to clarify the legal basis for this proposal; at the same time, review it with the provisions of the Law on Public Debt Management and the Law on State Budget to ensure consistency and synchronization in the legal system.
Meanwhile, a representative of the Ministry of Construction said that the agency in charge of drafting the proposal "The project has a front-end technical design (FEED) to replace the basic design in the Project Feasibility Study Report".

This person requested the drafting agency to further study and evaluate the feasibility of this proposal; at the same time, clearly specify the contents related to the overall engineering design (FEED).
The Ministry of Justice said it will fully synthesize the opinions of the members of the Appraisal Council and promptly complete the Appraisal Report according to regulations.
This draft Resolution stipulates 8 groups of specific and special mechanisms and policies on: capital mobilization; investment procedures and processes; development according to the TOD model; railway industry development, technology transfer and human resource training; construction material and dumping site policies; prevention and combat of corruption, waste and negativity; specific policies for Ho Chi Minh City; and implementation organization.
