Voters in Quang Nam said, “The Ho Chi Minh route (through Phuoc Son district, Quang Nam province) has some degraded sections, some sections have sharp curves and limited visibility, which can easily cause accidents.
Some sections are under repair but there are no warning signs or guides, while the volume of traffic is very large, posing a potential risk to traffic safety.
Voters proposed implementing solutions to ensure traffic safety.
Voters in Dak Lak province proposed expanding Ho Chi Minh road from Duy Hoa intersection in Khanh Xuan ward to bridge 14 to ensure traffic safety for vehicles transporting goods and people's travel.
Responding to this issue, the Ministry of Transport said that regarding the content of the voters' petition, Ho Chi Minh road through Phuoc Son district, Quang Nam province, the route from Km1353 - Km1407+595 (54.25 km long), the road surface structure is mainly made of cement concrete (CCP), invested in construction and handed over for exploitation and use since 2004.
Currently, there has been local damage, cracks, and broken corners of the concrete pavement, causing some sections to deteriorate. To handle the damage, every year, the Ministry of Transport has allocated funds to periodically repair severely damaged concrete pavement sections; and to regularly manage, maintain, and repair slightly damaged concrete slabs (damaged expansion joints, cracks, and broken corners). From 2023 to now, the Ministry of Transport has allocated VND 83.6 billion to implement repair projects on this section.
During the process of management, exploitation and monitoring of locations with potential risks of traffic accidents (including curved sections and areas with limited visibility as reflected by voters), we have reviewed and handled black spots and potential traffic accident spots according to regulations; at the same time, we have repaired and supplemented the traffic safety system.
The above projects with the solution of replacing damaged BTXM panels with asphalt concrete mats, adding and enhancing the warning system (tire wall guardrails, raising the soft guardrail from 1 floor to 2 floors, reflective guide markers...) have created convenience and improved traffic safety for people and vehicles participating in traffic through the route.
To ensure traffic safety during the construction of repair projects, the Road Management Agency has directed the patrol force of the Regional Road Management Office and the Supervision Consultant to strengthen close supervision of traffic safety work, and fully arrange warning systems according to approved documents and construction permits.
Regarding the petition of Dak Lak voters, the Ministry of Transport said that regarding the expansion of Ho Chi Minh road from Duy Hoa intersection in Khanh Xuan ward to bridge 14 according to the Road Network Planning for the period 2021-2030, with a vision to 2050, Ho Chi Minh road in Dak Lak province is about 125km long and 3 bypasses are about 89km long, with class III and IV road standards, with a scale of 2-4 lanes.
Ho Chi Minh Highway from Duy Hoa intersection to Serepok bridge (also known as bridge 14) is about 8.5km long, invested in upgrading and expanding and put into use since 2013 with a scale of 2 lanes, 11m wide road surface.
However, because the sections adjacent to this section have been invested with a scale of 4 lanes and a road surface of 23m wide, traffic is congested on the section on holidays.
Therefore, the Ministry of Transport agrees with the proposal of voters of Dak Lak province on the necessity of investing in upgrading and expanding Ho Chi Minh road from Duy Hoa intersection in Khanh Xuan ward to bridge 14 to ensure synchronization according to the planning scale, meeting the transportation needs and socio-economic development of Dak Lak province.
"Due to resource difficulties, it is not possible to allocate capital to invest in the route in the period of 2021 - 2025. The Ministry of Transport has noted the voters' recommendations and in the coming time will coordinate with the Dak Lak Provincial People's Committee to report to the competent authority to consider investing in renovating and upgrading the route in the period of 2026-2030," the Ministry of Transport emphasized.
