According to the Traffic Police Department (CSGT), the first incident occurred on January 13 on Vo Nguyen Giap Street (Vinh Ngoc Commune, Dong Anh, now Vinh Thanh Commune, Hanoi) between a truck with license plate 98C-308.xx and a motorbike 29Z1-132.xx, killing three people on the spot. The scene had full signs, lighting, and an airy road surface. The cause was determined to be the truck driver driving in the wrong lane.
The second incident occurred on February 25 on the Phuc Hoa - Long Xuyen inter-commune road (Phuc Tho district, now under Hanoi), between car 30L-44.xx and motorbike 29V3-512.xx, killing three people on the motorbike. Although the road has signs, painted lines, and lighting, both the car driver and the three people on the motorbike have alcohol concentration. Drivers of cars without a suitable license do not turn on the lights during the drizzle night and show signs of encroaching on the lane. The three people on the motorbike also did not have a driver's license.
The third incident occurred on January 17 at Km205+500 National Highway 1A (Minh Cuong Commune, Thuong Tin, now Phu Xuyen Commune) between truck 90C-034.xx and motorbike 18C1-389.xx carrying four people. The accident left three people dead on the spot, one seriously injured. The reason was that the motorbike recklessly overtook, encroached on the lane, carried more people, and the driver did not have a license.
Through three cases, the authorities determined that the cause mostly came from the awareness of traffic participants, while the basic infrastructure all met standards.
Mr. Bui Cong Than - Chairman of Phu Xuyen Commune People's Committee - said that National Highway 1A section passing through the area is only 8.5 - 9m wide, but parallel to the railway, many intersections are self-opened, posing potential risks. The government and people hope to soon renovate infrastructure, build service roads, and eliminate spontaneous paths.
Deputy Director of Hanoi City Police - Major General Nguyen Hong Ky emphasized: "The most important factor to reduce accidents is still human awareness. The city police will increase patrols, control, and strictly handle violations, while coordinating with local authorities to promote propaganda and education on traffic safety laws".
Deputy Director of the Hanoi Department of Construction - Mr. Dao Duy Phong affirmed that in addition to propaganda and punishment, the city pays special attention to handling inadequate infrastructure. From now until the end of the year, the Department will coordinate with districts and towns to review, arrange priority orders, and propose solutions to overcome "black spots" and locations with potential risks. Hanoi will continue to prioritize the budget for maintenance and infrastructure renovation to eliminate "black spots" for traffic accidents.
