At rush hour on October 16, the traffic was dense, moving little by little in alley 381 Nguyen Khang from Nguyen Khang street to Dich Vong new urban area (Cau Giay, Hanoi) and vice versa.
The road is nearly 400m long, with a narrow cross-section of only 3-5m but receives a large number of vehicles during rush hour.
Locals said that this stretch of road has been a traffic jam for many years. The bumpy road surface and numerous potholes make it difficult for vehicles to travel.
"There is no day without traffic jams during rush hour. Sometimes it takes 15-30 minutes to get out of this alley. If it rains, traffic here is almost paralyzed" - Mr. Tran Dinh Bao (Yen Hoa ward, Cau Giay) lamented.
Mr. Bao said that local people have heard about the project to expand alley 381 Nguyen Khang for a long time but have not seen any implementation, while every day, the number of vehicles passing through here is very large, causing traffic participants to struggle with congestion.
"I hope the government will soon complete the project, so that travel is convenient and the lives of people along the route will also change," said Mr. Bao.
According to Lao Dong reporters, in 2015, the Hanoi People's Council approved the investment policy for the project to renovate and expand alley 381 Nguyen Khang street (from Thanh Thai street to Nguyen Khang street).
In 2016, the Hanoi People's Committee approved the project's red line boundary documents. Three years later, the city assigned the Cau Giay District People's Committee to be the investor in the project to renovate and expand alley 381 Nguyen Khang Street, with a total investment of nearly 320 billion VND.
The project is about 368m long, starting at the intersection with the planned road of Thanh Thai street, 50m wide (belonging to Dich Vong New Urban Area), ending at the intersection with Nguyen Khang street.
To implement the project, Cau Giay district will have to reclaim land from nearly 100 households. However, up to now, many households have not agreed with the compensation price for the reclaimed area.
In some cases, there is also a request to adjust the red line to one side of the alley, causing the project to stall.
Currently, the People's Committee of Cau Giay District is coordinating with relevant departments and branches to focus on resolving remaining problems to soon complete site clearance and implement project construction.
The project to expand lane 381 Nguyen Khang street, when completed, will have a cross-section of 21m, helping to synchronously connect the traffic system in the area and Dich Vong New Urban Area, meeting the travel needs of people; reducing and preventing traffic congestion on Lang, Cau Giay - Xuan Thuy routes, contributing to local socio-economic development.
