Removing the final “bottleneck” for the Central Highlands Connection project

This morning, November 4, the Tay Son district government (Binh Dinh) mobilized security forces to construct package XL01, the project to enhance traffic connectivity in the Central Highlands region, through the two communes of Tay Giang and Tay Thuan.

As Lao Dong reported, the project to enhance traffic connectivity in the Central Highlands region (143km long, total investment capital of more than 3,654 billion VND, equivalent to 155.8 million USD, of which 150 million USD was borrowed from the World Bank) has been delayed many times, with 7/8 packages in Gia Lai completed. In particular, package XL01 - 17km through Tay Son, constructed by the North-Central-South Infrastructure Construction Joint Stock Company - is still sluggish. In addition to the complicated and strict technical requirements when constructing the An Khe pass section, the remaining reason is the fierce and persistent obstruction from some households.

The construction protection plan was approved by Chairman of Tay Son District People's Committee Phan Chi Hung, implemented on November 4-6, "naming" 3 locations: Km50 + 00 - Km50 + 460, Km50 + 460 - Km50 + 630, Km50 + 630 - Km50 + 940, namely Bau Sen bridge area, hamlet 1, Ta Giang 1 village, Tay Giang commune; Km52 + 460 - KM 52 +487 in hamlet 6, Thuong Giang 2 village, Tay Giang; Km56 + 000 - Km56 + 080, in front of Nui Da motel, hamlet 4, Trung Son village, Tay Thuan commune. At 3 locations, there are about 10 households that have not yet received compensation.

Previously, according to records from local authorities and contractors, the act of obstructing construction has recurred many times, in spontaneous and noisy forms such as gathering, pulling, kneeling, cursing, rolling in front of vehicles... The investor's representative, Deputy Director of Project Management Board 2 (Ministry of Transport) Le Minh Nam said: "The contractor has been directed to prepare materials, equipment, and human resources so that they can be deployed immediately when protected for construction."

The detailed plan is as follows: Morning of the first day: Construction of crushed stone aggregate at the head of Bau Sen bridge, asphalt concrete pavement 12.5 Km50 + 00 - Km50 +460 and Km50 + 630 - Km50 + 940. Afternoon: Pour concrete for the remaining part of the left access road of Bau Sen bridge A2. Morning of the second day, construction of a 27m long U-groove from Km52 + 460 - Km52 + 487, Thuong Giang 2 village, Tay Giang. Afternoon of the second day, implementation of compensation, asphalt concrete pavement 80m along with related items from Km56 + 000 - Km56 + 080 in front of Nui Da motel...

Chairman of Tay Son District People's Committee Phan Chi Hung directed: "The construction protection must be carried out publicly, democratically, objectively, ensuring order and safety, in accordance with regulations". Strengthening traffic connectivity in the Central Highlands region is a project that puts a lot of pressure on community life.

At the National Assembly forum, elected representatives of Binh Dinh and Gia Lai provinces continuously raised questions and recommendations. On October 17, 2024, the Ministry of Transport issued Document 11270/BGTVT-QLDTXD requesting the People's Committee of Binh Dinh province to "direct the complete resolution of existing problems and obstacles in site clearance work". On October 18, Vice Chairman of the People's Committee of Binh Dinh province Nguyen Tu Cong Hoang signed Document 8303/UBND-KT assigning the People's Committee of Tay Son district to "urgently develop a detailed and feasible plan, implement site clearance of all remaining problems, ensuring completion before November 5, 2024".
