Change the name of the medical equipment loan package
According to the new regulations, the package of bidding for the supply of medical equipment, chemicals, testing supplies and accompanying services for the operation of medical equipment (excluding operating labor) according to the number of technical services will be called the package of machine ordering and machine borrowing.
Supplementing regulations on the time to evaluate documents when the System has problems
Clause 3, Article 6 of Circular 79/2025/TT-BTC supplements the regulation:
In case the System automatically extends the bidding time due to an incident beyond control, the assessment of E-HSQT, E-HSDST, E-HSDT and scientific records will be based on the bidding time stated in E-TBMQT, E-TBMST, E-TBMT before the incident, or according to the bidding time that the System automatically extends.
New regulations on the deadline for posting estimates for purchasing contracts for volatile goods
Clause 3, Article 13 of Circular 79/2025/TT-BTC clearly states:
If the package has a budget approved after approving the contractor selection plan according to Clause 2, Article 140 of Decree 214/2025/ND-CP, the budget must be posted at least 05 days before the bidding date.
In particular, the commodity procurement package has continuous price fluctuations according to the market, the minimum posting period is 03 days before the bidding date.
This regulation is different from the previous Circular 22/2024/TT-BKHDT, which only stipulates the minimum posting period of 05 days for all cases.
Specific regulations on bidding packages applying electronic contracts
Clause 1, Article 32 of Circular 79/2025/TT-BTC stipulates:
Contracts of the package applying the form of open bidding, limited bidding, competitive bidding, online bidding, online shopping (stipulated in Clause 2, Article 1 of this Circular) and with payment through the State Treasury must be signed on the System according to the provisions of Point i, Clause 2, Article 50 of the Law on Bidding.
At the same time, encourage the application of electronic contracts for bidding packages for ordering, appointing bids, direct procurement, price negotiation, selecting contractors in special cases, bidding packages with the participation of the community, selecting personal consultants according to the shortened process, and bidding packages with payment not through the State Treasury.
Compared to Circular 22/2024/TT-BKHDT, the new regulation has more details on mandatory cases and encourages the application of electronic contracts.
Remove some appraisal report samples
Circular 79/2025/TT-BTC replaces most of the forms of Circular 22/2024/TT-BKHDT, but removes the following 02 appraisal report samples:
Report on the appraisal of the overall plan for contractor selection;
Report on the appraisal of the contractor selection plan.
