The Ministry of Health has issued a document responding to the opinions of voters in Quang Ngai province sent before the 9th Session of the 15th National Assembly.
Accordingly, voters suggested that the Government decentralize revenue sources and double the budget, and need to simplify unnecessary administrative procedures in bidding, purchasing equipment and medical supplies, and providing medicine to avoid difficulties and congestion to serve medical examination and treatment for people.
Regarding this content, Minister of Health Dao Hong Lan said that on June 25, 2025, the National Assembly passed Law No. 90/2025/QH15 amending and supplementing a number of articles of the Laws: Law on Bidding, Law on Investment under the public-private partnership method, Law on Customs, Law on Value Added Tax, Law on Export Tax, Import Tax, Law on Investment, Law on Public Investment, and Law on Management and Use of Public Assets. The law takes effect from July 1, 2025.
In particular, the regulations on bidding have been amended in the direction of simplifying procedures, creating more favorable conditions for medical units in procurement.
The Minister of Health said that health facilities that are public service units with autonomy in investment and regular expenditure and public service units with autonomy in regular expenditure have the right to decide on the selection of contractors for bidding packages that do not use state budget capital.
The authority to appraise, organize the preparation and approval of contractor selection plans belongs to medical facilities, as the investor.
In addition, to specify the provisions of the above Law, in recent times, the Ministry of Health has closely coordinated with the Ministry of Finance - the agency assigned by the Government to preside over the development - in the process of drafting a Decree to replace the Decree guiding the implementation of the Law on Bidding on contractor selection.
According to Minister of Health Dao Hong Lan, this draft Decree is developed in the direction of strengthening decentralization and streamlining administrative processes and procedures in bidding, especially in the field of purchasing equipment, medical supplies and drugs.
"The Ministry of Health requests localities to study, thoroughly grasp and strictly implement the above legal regulations, in order to promptly remove difficulties and obstacles, ensuring the purchase and supply of equipment, supplies, and drugs for medical examination and treatment for people to be effectively and in accordance with regulations" - the Minister of Health emphasized.
