According to the Tax Department (Ministry of Finance), in March 2025, the tax sector will be rearranged, reducing from 63 tax departments to 20 regional tax departments. By July, when the whole country implemented the two-level local government model, the system continued to be reorganized with 34 provincial and municipal tax departments and about 350 grassroots-level focal points. The reorganization process helps streamline focal points, improve management efficiency, and reduce the total number of employees by more than 8,000 people.
Deputy Director of the Tax Department Dang Ngoc Minh said that in the context of reduced human resources but increasingly large workloads, the tax sector identifies digital transformation as a core solution to maintain effective management and better serve taxpayers.
As of October 2025, 994,230 enterprises have participated in using electronic tax declaration services, reaching a rate of 99.38% out of a total of more than 1 million operating enterprises. The tax sector has also connected with 57 commercial banks to deploy electronic tax payment services. To date, 993,401 enterprises have registered to participate, reaching a rate of 99.29%.
Regarding the Electronic Information Portal for foreign suppliers, Mr. Minh emphasized that the portal supports registration, declaration, and direct tax payment from anywhere in the world. To date, 176 foreign suppliers have registered, declared and paid taxes via the portal.
At the same time, the E-commerce Information Receiving Portal meets the requirements of receiving aggregated data from organizations and individuals doing business through e-commerce platforms. As of September 15, 2025, 471 e-commerce platforms have sent data to tax authorities, corresponding to 3,178 submissions.
The Tax Department has also operated an electronic information portal for households and individuals doing e-commerce business since December 19, 2024, allowing online registration, declaration and payment of taxes. As of September 15, 2025, the tax authority has issued 162,590 tax codes to taxpayers, received 603,426 declarations, 425,968 payment documents with a total amount paid of more than VND 2,100 billion.
E-tax services have shortened tax payment time, significantly reducing compliance costs for people and businesses, Mr. Dang Ngoc Minh affirmed.
