On October 17, 100% of members of the National Assembly Standing Committee agreed with the draft Resolution of the National Assembly Standing Committee on Environmental Protection Tax (EPC) on gasoline, oil, and grease in 2026 in the direction of keeping the same as in 2025 (except for flying fuel).
Deputy Minister of Finance Nguyen Duc Chi presented the draft Resolution of the National Assembly Standing Committee on the BVMT tax rate for gasoline, oil, and grease in 2026.
According to Deputy Minister Nguyen Duc Chi, in 2026, the environmental protection tax rate on gasoline, oil, and grease will be applied at the current level (according to the provisions of Resolution No. 60/2024/UBTVQH15 of the National Assembly Standing Committee (except for flying fuel).
Therefore, the environmental protection tax on gasoline, tru etanol: VND 2,000/liter; diesel, fuel oil, grease oil: VND 1,000/liter; grease: VND 1,000/kg; kerosene: VND 600/liter; aviation fuel: VND 1,500/liter (down VND 1,500/liter compared to the tax rate prescribed in Resolution No. 579/2018/UBTVQH14 and increase VND 500/liter compared to the tax rate prescribed in Resolution No. 60/2024/UBTVQH15).
From January 1, 2027, the BVMT tax rate for gasoline, oil, and grease will be implemented according to Resolution No. 579/2018/UBTVQH14 of the UBTVQH specifically: Gasoline, except for concassol, is 4,000 VND/liter; aviation fuel is 3,000 VND/liter; diesel, fuel oil, grease oil is 2,000 VND/liter; kerosene is 1,000 VND/liter; grease is 2,000 VND/kg.
According to Resolution No. 579/2018/UBTVQH14 dated September 26, 2018 of the National Assembly Standing Committee, the PVMT tax rate on gasoline, oil, and grease is: Gasoline VND 4,000/liter; aviation fuel: VND 3,000/liter; diesel, fuel oil, grease oil: VND 2,000/liter; kerosene: VND 1,000/liter (ceiling level is VND 2,000/liter); grease: VND 2,000/kg.
In the period of 2022-2025, international and domestic gasoline prices have many fluctuations affecting the production and business activities of enterprises and people's lives, so the Government has submitted to the National Assembly to issue resolutions to reduce environmental protection tax on gasoline and grease.

The policy of reducing environmental protection tax on gasoline and grease during this period has contributed to controlling inflation, stabilizing the macro economy, reducing input costs for businesses, helping people and businesses recover after the COVID-19 pandemic...
However, when this tax reduction policy expires at the end of this year, the environmental protection tax will return to the level of Resolution 579/2018/UBTVQH14, leading to the risk of sharp increases in gasoline and oil prices, thereby affecting inflation.
Therefore, it is very necessary to issue a Resolution of the National Assembly Standing Committee on the BVMT tax rate on gasoline, oil, and grease in 2026 in the direction of keeping the same as in 2025.
According to the calculation of the Ministry of Finance, the issuance of the above Resolution, the expected BVMT tax revenue is reduced compared to the tax rate implemented under Resolution No. 579/2018/UBTVQH14 by about 41.388 billion VND and the total state budget revenue (including the reduction of value added tax) is reduced by about 44,699 billion VND.
In the review report, the majority of opinions of the Economic and Financial Committee approved the BVMT tax rate on gasoline, oil, and grease as proposed by the Government.
However, it is recommended that the Government have solutions to strengthen collection management, prevent loss of revenue, transfer prices, and tax evasion, while strictly controlling expenditures to ensure state budget balance.
