Implementing the implementation of the Law on Government Organization 2025, the Law on Organization of Local Government 2025, on April 21, 2025, the Minister of Industry and Trade signed and issued Decision No. 1103/QD-BCT.
Accordingly, the Ministry of Industry and Trade revoked the right to issue a Certificate of Origin (C/O), issue a Certificate of Unchanged Origin and receive registration of a Certificate of Origin codes under the common tariff incentives of Norway and Switzerland for the Vietnam Federation of Commerce and Industry (VCCI).
From May 5, 2025, the issuance of un incentivised C/O, CNM and registration of REX codes will be carried out at the C/O-level agencies of the Ministry of Industry and Trade.
Thus, enterprises can propose to issue preferential C/O degrees according to Free Trade Agreements and non-preferential C/O degrees at the same agency or organization at the level of C/O of the Ministry of Industry and Trade, and unify a unit of the state management agency for the origin of goods.
For unpopular O/os (such as C/O form B), the Minister of Industry and Trade has directed functional units under the Ministry of Industry and Trade to urgently establish necessary work, immediately implement digitalization on the eCoSys System to reform administrative procedures, creating smooth conditions for businesses to move towards implementing electronic C/O.
This process helps businesses save time when applying for a C/O, reducing travel costs.
The implementation of the electronic C/O issuance process is according to Notice No. 619/TB-XNK dated April 28, 2025 of the Import-Export Department (Ministry of Industry and Trade). The implementation of C/O licensing under the new regulations aims to create favorable conditions for businesses.
At the same time, publicize, be transparent, simple, electronic, and unify a management unit of the Ministry of Industry and Trade, contributing to preventing fraud in the origin of goods and illegal transfers to achieve double-digit export growth.
