The Hanoi People's Committee has just issued a Plan to implement the Project "Improving the quality of medical examination and treatment of public health facilities under the City People's Committee by 2030", with many contents of reorganizing the hospital network, investing in upgrading facilities, developing human resources and promoting digital transformation in healthcare.
According to the plan, the city will rearrange public hospitals as follows:
Merge Mai Huong Day Mental Hospital into Hanoi Mental Hospital, expected to be completed in the fourth quarter of 2025.
Merge Hanoi Traditional Medicine General Hospital and Ha Dong Traditional Medicine Hospital into Hanoi Traditional Medicine General Hospital. The expected implementation time is in the fourth quarter of 2026.
In addition, the city will develop a project to establish a new or reorganize existing medical facilities into basic hospitals in 4 areas: Tay Ho, Hoang Mai, Thanh Xuan and Nam Tu Liem.
Regarding investment in developing medical infrastructure, the City People's Committee assigned relevant units to propose upgrading, constructing and expanding facilities and medical equipment for 4 major hospitals, including: Xanh Pon General Hospital, Hanoi Oncology Hospital, Hanoi Heart Hospital and Hanoi Obstetrics and Gynecology Hospital. The projects to build, renovate and expand these hospitals will be implemented in the medium-term public investment plan for the period 2026-2030.
At the same time, the city will choose the right location to implement the new construction investment project or use the existing facility to set up two specialized hospitals: Old Khoa Hospital and Tropical Hospital. The time limit for completing the proposal of the location before May 31, 2025 and submitted the project approval in the fourth quarter of 2025.
In addition to the tasks of organizing the hospital system, the project also focuses on: Developing medical human resources: Ensuring sufficient quantity, improving professional quality and medical ethics, with reasonable structure and distribution.
Improve the quality of professional techniques in medical examination and treatment.
Comprehensive digital transformation towards smart healthcare: Deploying remote monitoring, warning, and health care service applications; online connection between patients, health monitoring devices, and health care providers; putting electronic medical records into use at medical examination and treatment facilities from the third quarter of 2025.
The City People's Committee assigned the Hanoi Department of Health to be the lead unit, coordinating with departments, branches, district-level People's Committees and units under the Ministry of Health to inspect and supervise the implementation of the plan, while developing hospitals to perform regional functions in accordance with the national health network planning.
