Ministry of Industry and Trade: After 1.5 years of implementing Resolution 57, AI and digital data have clearly changed

Minister of Industry and Trade Le Manh Hung reported on the outstanding results after 1.5 years of implementing Resolution 57-NQ/TW.

Recently, at the thematic session on promoting science, technology and innovation development of the Government Steering Committee for science, technology, innovation, digital transformation and Project 06, Minister of Industry and Trade Le Manh Hung reported on the outstanding results after 1.5 years of implementing Resolution 57-NQ/TW, and at the same time proposed many solutions to remove bottlenecks in strategic technology development in the coming time.

From political determination to substantial results

One of the notable points is that the leadership and direction of the implementation of Resolution 57-NQ/TW at the Ministry of Industry and Trade is carried out methodically and systematically.

From 2025 to June 16, 2026, the Ministry issued 31 documents serving leadership, direction and organization of implementation. Out of a total of 287 assigned tasks, 158 tasks have been completed; 30 tasks are being implemented on schedule; 99 tasks are regular. Notably, no tasks have expired or not been completed.

This result shows that Resolution 57-NQ/TW is not only thoroughly grasped at the policy level but has been concretized into action programs, tasks and measurable results.

In parallel with that, administrative procedure reform and digital transformation continue to be promoted. According to Resolution No. 19/2026/NQ-CP, the Ministry of Industry and Trade implements decentralization of 19 administrative procedures, abolishes 34 procedures, simplifies 106 procedures and cuts 153 business conditions.

By mid-June 2026, all 509/509 administrative procedures of the Ministry have been configured on the National Public Service Portal and the Ministry's Administrative Procedure Resolution Information System. All 162 procedures subject to review under Resolution No. 66/NQ-CP have been restructured, reducing the components of dossiers. The system has also been connected to the National Population Database and the National Business Registration Database, creating a platform for data reuse and reducing compliance costs for people and businesses.

A noteworthy point is that if data was previously mainly considered a management tool, now data is gradually becoming a type of strategic infrastructure serving operation, forecasting and decision-making.

Implementing the orientation of Resolution 57-NQ/TW, the Ministry of Industry and Trade has issued the Data Architecture Framework, Data Development Strategy, Data Center infrastructure planning and Digital Transformation Strategy for the period 2025-2030.

To date, three important specialized databases have been integrated into the National Data Center, including an industrial and commercial economic database with 2,272 data lots; a database of goods, chemicals, and precursors with 2,013 records; and an administrative violation handling database INS with 10,561 records.

Along with that, the Verigoods national origin traceability system has been put into operation, opening up the possibility of increasing transparency of goods information, supporting businesses to participate more deeply in modern supply chains and meeting the increasing requirements of the international market.

These results show that the process of building a digital government and digital economy in the Industry and Trade sector is being promoted on a digital data platform and interconnected connection.

Shaping strategic technology capacity from three major problems of the industry

One of the key contents reported by the Ministry of Industry and Trade at the meeting is the deployment of strategic technologies associated with three major problems assigned by the Government according to Decision No. 21/2026/QD-TTg and Decision No. 808/QD-TTg.

These are ensuring energy security for high growth; industrial autonomy, improving localization rates and developing green and smart value chains; modernizing data-based commerce, smart logistics and reliable supply chains.

On that basis, the Ministry has proposed many ordered tasks to be implemented in 2026, focusing on strategically significant technology fields such as artificial intelligence (AI), Digital Twin, smart factories; energy storage batteries (BESS), high-capacity DC power transmission (HVDC), high-voltage electrical equipment; hydrogen, sustainable aviation fuel (SAF), carbon capture, use and storage technology (CCUS); robots, ROVs, UAVs; ultra-pure chemicals, rare earths, advanced materials; digital commerce and smart logistics.

A noteworthy point is that the selection of tasks is carried out according to the principle of taking the enterprise as the center, taking the market and output products as a measure, associated with the ability to master technology and specific quantitative evaluation indicators.

Positive movements have not only taken place at the state management level but have also clearly appeared in the business community of the Industry and Trade sector. Accordingly, Vietnam Electricity Group (EVN) has achieved a digital transformation maturity rate of 81.89%, built 12 data warehouses, developed 16 "Make by EVN" products and deployed 31 AI and digital technology tasks at the M3 level.

Vietnam National Group of Industry - Energy (Petrovietnam) has built a list of 34 strategic products; successfully developed Mini ROV at M3 level; a solution at Binh Son Refining and Petrochemical Joint Stock Company (BSR) bringing in a value of about 130 billion VND per year. In the period 2020-2024, the entire Group recorded 7,082 topics and initiatives with a total benefit value of about 11,418 billion VND.

Vietnam National Coal - Mineral Industries Holding Corporation Limited (TKV) has operated the underground mine automation system at level M4 with 60 conveyor belts and many centralized control systems.

Vietnam National Chemical Group (Vinachem) develops Sodium-ion/BESS batteries at M3 level, and has placed orders for 20,000 products. The VinachemMart platform achieved revenue of 51.5 billion VND with more than 52,000 accounts used.

Vietnam National Textile and Garment Group (Vinatex) deployed the MES production operation system at 6 units, helping to shorten the time to prepare financial statements to 5-7 days.

These results show that AI, big data, automation, digital governance and digital commerce have begun to create practical value in production and business activities.

However, the Ministry of Industry and Trade also frankly acknowledges that many important technologies such as Digital Twin system scale, BESS for the power grid, HVDC, hydrogen, SAF, CCUS, industrial robots, chemicals that meet electronic standards, advanced materials or smart logistics are still in the initial stage, mainly from M1 to M2. These are areas that need to continue to be invested in, clearly defining the first customer, technical standards, cost targets, localization rates and development roadmap.
