The head of the delegation is Member of the Party Central Committee, Minister of Industry and Trade Le Manh Hung.

Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan (Standing Deputy Head of Delegation), assists the Head of Delegation in coordinating the general activities of the Government Negotiation Delegation, directly in charge of professional work on international economic and trade negotiations, in charge of areas within the functions and tasks of the Ministry of Industry and Trade and on behalf of the Head of Delegation when authorized;
Deputy Minister of Finance Tran Quoc Phuong is in charge of areas within the scope of functions and tasks of the Ministry of Finance, including opening up Vietnam's market in terms of taxes, customs, investment, financial services (insurance, securities), government procurement and other areas, on behalf of the Head of Delegation when authorized within the scope of his responsibilities;
Deputy Minister of Foreign Affairs Nguyen Minh Hang is in charge of foreign affairs, diplomatic mobilization, bilateral and multilateral relations in economic and trade negotiations and other fields as required by functions and tasks, on behalf of the Head of Delegation when authorized within the scope of his responsibility.

Chief of Office of the Inter-sectoral Steering Committee for International Economic Integration, Ministry of Industry and Trade Ta Hoang Linh; Director of the Multilateral Trade Policy Department, Ministry of Industry and Trade Le Trieu Dung; Director of the Trade Remedies Authority, Ministry of Industry and Trade Luong Hoang Thai participated in supporting the standing work of the Government Negotiation Delegation.
The negotiating delegation has the function of assisting the Prime Minister in directing ministries, branches, and localities in the negotiation, signing, coordination, ratification, approval and implementation of international treaties and international agreements on economy and trade of the State and Government of Vietnam, including multilateral, bilateral, regional and other international cooperation mechanisms.
The negotiating delegation has the task of assisting the Prime Minister in developing guidelines, strategies, plans, and overall negotiation options to participate in international treaties and international agreements on Vietnam's economy and trade.
