On June 8, Chairman of Tay Ninh Provincial People's Committee Le Van Han chaired a conference to report on the results of assessing the Provincial Competitiveness Index (PCI) and the Private Sector Performance Index (BPI) in 2025. The conference was held directly at the Provincial People's Committee and connected online to 96 communes and wards in the area.
According to a report by the Department of Finance, Tay Ninh's PCI in 2025 reached 58.54 points, ranking relatively low compared to the national average. However, some component indices recorded positive results.
In which, the "Cost of compliance with administrative procedures" index reached 8.86 points, ranking 2/34 provinces and cities. The rate of businesses having to spend over 10% of their time working with state agencies is only 16.67%, significantly lower than the national average.
The "Legal Institution" index also reached 7.91 points, ranking 3rd/34 nationwide. Most businesses assess that the local legal system protects rights well and court rulings ensure fairness and objectivity.
However, the report also pointed out many bottlenecks in business administration and support. Notably, the "Building Government" index only reached 3.23 points, ranking 32/34 provinces and cities.
According to the survey results, more than 52% of businesses recorded flexibility in the management of Tay Ninh Provincial People's Committee. However, more than 87% believe that departments and branches have not properly implemented the policies of provincial leaders; at the commune and ward levels, this rate is more than 85%.
The report assesses that this is a clear manifestation of the "hot top, cold bottom" situation, causing the phenomenon of "interruption of grassroots-level implementation" in the administrative system.
In addition, the access to credit capital of small and medium-sized enterprises still faces many difficulties when only about 7.92% of enterprises have access to loans from credit institutions. The province's business support policy index ranks last in the country due to the low coverage of support programs.
For the BPI index, Tay Ninh reached 4.01 points, ranking 24th/34 provinces and cities. Although the proportion of newly established businesses is relatively positive, the number of profitable businesses is still below 50%.
Speaking at the conference, Chairman of Tay Ninh Provincial People's Committee Le Van Han acknowledged that the PCI and BPI results of the province are still not commensurate with the potential and expectations.
He believes that the opportunities to access land, policy incentives and public contracts still have disparities between small businesses and large corporations. In addition, the situation of harassment and causing trouble in resolving administrative procedures still occurs in some places.
The Chairman of Tay Ninh Provincial People's Committee requested departments and branches to focus on overcoming shortcomings in the spirit of "clear matters, clear responsibilities, clear deadlines and clear results". At the same time, assigned relevant units to strengthen public service inspection and strictly handle officials causing trouble for businesses.
