The People's Committee of Lang Son province has just issued Decision No. 65/2025/QD-UBND amending and supplementing a number of articles of Decision No. 23/2022/QD-UBND on decentralization and approval of support for linking production and consumption of agricultural products in the area. The decision takes effect from September 8, 2025.
According to the new regulations, the Chairmen of the People's Committees of communes and wards with the authority to approve support for linking production and consumption of agricultural products within the management area, regardless of the total investment. At the same time, communes and wards approved for joint projects have a total investment of less than 10 billion VND.
In addition, the Chairman of the Provincial People's Committee or authorized persons will approve larger-scale joint projects. Linked contracts, projects implemented in areas of 2 communes, wards or more and projects with a total investment of 10 billion VND or more.
This decentralization is expected to create momentum to promote linkages in production and consumption of agricultural products right from the grassroots level, contributing to improving the effectiveness of cooperation models and agricultural value chains. At the same time, it reduces the burden on the provincial level, strengthens the responsibility and role of commune and ward governments in agricultural development.
