On March 19, Da Nang City People's Committee said that the City Department of Industry and Trade officially received and resolved procedures for issuing certificates of origin (C/O) for businesses in the area. This procedure aims to shorten the time to complete documents and support trade activities.

This activity is implemented according to Decision 88/2025/QD-UBND, allowing businesses to complete export dossiers right in the locality instead of going through the central level.
C/O is an important document that helps goods enjoy tariff preferences under free trade agreements (FTAs), while serving customs procedures, international payments and proving origin with import partners.
Currently, Da Nang has nearly 1,000 import and export enterprises, trading with more than 120 countries and territories. Key industries such as textiles, seafood, electronic components... regularly use C/Os to access major markets such as the EU, Japan, Korea, China and ASEAN.
Right on the first day of deployment (March 18), some businesses such as Dệt may 29/3, Dệt may Hòa Thọ, Giày Rieker Việt Nam came to submit dossiers and were instructed on procedures. Although the number was not large, the units proactively learned about the process to ensure quick processing.
The decentralization of C/O issuance to localities, according to Circular 40/2025/TT-BCT, is assessed to help businesses more conveniently submit dossiers, shorten processing time, and proactively plan production and delivery.

From March 16, 2026, businesses can submit dossiers online through the system of the Ministry of Industry and Trade or directly, via the post office at the C/O receiving department (133 Ong Ich Duong, Cam Le ward).
Da Nang Department of Industry and Trade will issue 15 C/O samples, including 14 preferential samples and 1 non-preferential sample (form B), and handle procedures related to self-certification of origin in ASEAN.
In the context of the city implementing large projects such as Lien Chieu Port, Free Trade Zone or expanding Da Nang International Airport, on-site C/O issuance is expected to promote exports, help businesses effectively utilize FTAs and improve competitiveness.
