According to the plan, on the approximately 176km long expressway of Quang Ninh province, including 3 expressways: Hai Phong - Ha Long, Ha Long - Van Don and Van Don - Mong Cai, there will be 3 rest stops.
In which, the first stop is located in Thong Nhat commune, former Ha Long city; the second stop is in Quang Long commune, former Hai Ha district, now Duong Hoa commune; the third stop is in Dai Xuyen commune, Van Don district, now Van Don Special Zone.
The first rest stop project at Km 20+062. 80, Ha Long - Van Don expressway, located in Thong Nhat commune, Quang Ninh province, has just been started, partly due to adjusting the planning after arranging and merging administrative units, departments, and branches.
According to the initial plan, this first rest stop, with a total investment of about 146 billion VND, was expected to be put into operation from October 2025, but it will not be put into operation until 2027.
For the rest stop project in Duong Hoa commune, Quang Ninh Provincial People's Committee assigned the Quang Ninh Provincial Department of Construction to coordinate with relevant units to urgently organize bidding steps to select capable investors, striving to complete all legal procedures in the first quarter of 2026.
This second rest stop is planned at Km114+400, with a total land use area of 9.84ha, of which the land for building the rest stop is 7.12ha. The project has a total investment of more than 176 billion VND, and was approved for investment policy by Quang Ninh province in May 2025.
Meanwhile, the 3rd rest stop project with a scale of 14.17 ha at Km80 in Van Don special zone, functional agencies are in the stage of reviewing professional conditions. Advising on investor selection procedures is being promoted to ensure transparency and efficiency.
Quang Ninh inaugurated and put into use the 3rd expressway - Van Don - Mong Cai expressway - on September 1, 2022, making this province the locality with the longest expressway axis in the country, with about 176km.
However, since then, no rest stops have been built on this expressway axis.
