According to Report No. 07 of Dong Thap Provincial People's Committee, as of December 31, 2025, the total disbursed value of the public investment plan for the first 12 months of 2025 of Dong Thap province reached 13,896.4 billion VND, equal to 104.4% of the plan assigned by the Prime Minister for adjustment and 84.8% of the plan assigned by the Provincial People's Council.
In the process of implementing the 2025 public investment plan, Dong Thap province still faces some difficulties and obstacles. Accordingly, the disbursement rate of some projects has not reached the set schedule due to difficulties in site clearance; unfavorable construction conditions when many areas are flooded in flood areas for a long time, affecting the construction progress.
For the Cao Lanh - An Huu expressway construction project (phase 1), there are still some difficulties. Specifically, in component project 1, the expressway passes through weak soil areas, complex geology, and expected load-bearing time is prolonged. Therefore, the project completion progress depends on actual subsidence monitoring data to calculate the time of load unloading and deployment of drainage culvert and road surface construction items.
In 2026, the Prime Minister assigned a public investment plan with state budget capital to Dong Thap province with a total capital of 10,678.174 billion VND. Meanwhile, the Dong Thap Provincial People's Council has passed Resolution No. 120/NQ-HDND dated December 23, 2025 on the public investment plan for 2026, with a total capital of 11,374.574 billion VND, an increase of 6.5% compared to the plan assigned by the Prime Minister.
To achieve the goal of disbursing public investment capital in 2026, Dong Thap Provincial People's Committee requests investors to urgently complete investment preparation dossiers and procedures; especially focus on improving the quality of the preparation, appraisal, and approval of construction drawing designs and estimates for projects allocated capital to prepare for investment in 2026 and belonging to the list of medium-term public investment plans for the period 2026 - 2030, in order to soon implement projects from the first months of 2026.
At the same time, the province focuses on fully preparing conditions, removing difficulties and obstacles in site clearance work; and at the same time proactively preparing ground for projects on the list of public investment plans in 2026 and the medium-term public investment plan for the period 2026 - 2030, ensuring compliance with planning and legal regulations. In which, focusing on fully anticipating resettlement areas to serve site clearance and resettlement work.
In addition, Dong Thap Provincial People's Committee requests to promote discipline and order in public investment; strengthen inspection and supervision of the performance of official duties of related individuals and units; concretize the responsibilities of heads in case of slow disbursement. The assessment of the level of task completion of assigned individuals and units must be linked to the disbursement progress of each project; promptly replace, transfer, and strictly handle cases of violations, obstruction, working in moderation, avoidance, pushing, fearing responsibility, causing stagnation, slowing down the progress of capital allocation and disbursement, and not meeting the requirements of assigned tasks.
