In the first quarter of 2025, in the context of restructuring the administrative apparatus at all levels, Binh Dinh still maintained stability and impressive growth momentum. Main economic indicators have met and exceeded the plan.
"Huge" capital flow committed to pouring into the province
Gross regional domestic product (GRDP) in the first quarter of 2025 is estimated to increase by 7.51% over the same period last year. Of which, agriculture, forestry and fishery increased by 3.43%; industry and construction increased sharply by 10.96%; service sector increased by 7.84%.
The industry and services continue to recover, with total retail sales of goods and service revenue in the first quarter reaching more than VND 29,600 billion, up 8% over the same period last year, reaching 23.4% of the annual plan. State budget revenue in the province reached more than VND 4,270 billion, equal to 24.5% of the annual estimate, up 48.4% over the same period.
Along with economic development, the work of caring for meritorious people, poor households, and disadvantaged people in society continues to receive attention. In particular, the program to eliminate temporary and dilapidated houses has been vigorously implemented. To date, the whole province has rebuilt and repaired 4,131 houses (reaching 95% of the plan), of which 1,679 houses have been completed and put into use.
A notable bright spot is the sudden growth in investment attraction. In the first 3 months of the year, the province attracted 31 new investment projects with a total registered capital of more than VND 12,000 billion, an increase of more than 138% in the number of projects and 5 times the registered capital compared to the same period last year. Including 27 domestic investment projects and 4 FDI projects.
Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that the total "capital" from newly registered investors and upcoming energy projects is up to about 300,000 billion VND. This is a clear demonstration of the "fall point" and "ripe point" of Binh Dinh province in investment attraction.
"As long as the province takes timely care and support to effectively implement the signed projects, the economic scale of the province will be different by 2030-2035," Mr. Pham Anh Tuan acknowledged.
Despite achieving positive results in the first quarter of 2025, Mr. Pham Anh Tuan also pointed out some shortcomings and limitations that need to be overcome, to continue maintaining sustainable development momentum.
"Some localities have not clearly demonstrated their determination to carry out key and breakthrough tasks. The development of science, technology and innovation is still slow and has not met expectations. The site clearance for projects is still " problematic" and the progress is still slow," said Mr. Pham Anh Tuan.
Arrange to avoid work interruptions
Entering the second quarter, Binh Dinh has identified this as a turning point in implementing socio-economic development tasks in 2025, especially in the context of arranging and perfecting the entire administrative apparatus according to the new model.
The province has set out 11 key groups of tasks and solutions and required all levels and sectors to focus on implementing them drastically and effectively. In which, the important task is to stabilize the organization of the apparatus, functions, tasks, and powers of agencies and units according to the new apparatus.
Mr. Pham Anh Tuan said that the results of socio -economic development in the first quarter of the first quarter of 2025 have many bright spots, especially GRDP growth. Despite being much influenced by the organization of the organizational structure and preparing for the merger of the province and the merger of the district and commune level, the organizational structure has been quickly implemented. The apparatus has operated smoothly, meeting the requirements of solving work.
Regarding the key tasks in the second quarter of 2025, Mr. Pham Anh Tuan said that this is a turning point for the province. One of the important tasks is that departments, branches and localities need to focus on the work of reorganizing the apparatus of provinces and communes and deploying the new apparatus from July 1.
"Whoever arranges, arrange, and whoever works must work, without interruption," Mr. Pham Anh Tuan emphasized.
The province also set a GRDP growth target of 9% in the second quarter, to ensure the completion of the whole year growth target of over 8.5% as planned. In addition, the program to eliminate temporary and dilapidated houses in May will be completed; promote administrative reform, with the goal of reducing administrative procedures by 30% and processing time...
