Not only EVN, the whole country has 742 electricity retail enterprises
On the morning of September 10, the Government Electronic Information Portal held a seminar on "Sustainable development of the electricity industry - Issues raised". According to Mr. Trinh Quoc Vu - Deputy Director of the Electricity Department (Ministry of Industry and Trade), EVN is currently not the only electricity retail unit nationwide. In addition to EVN, Vietnam has 742 wholesale and retail electricity enterprises with a market share of about 8.59%. Thus, the market share according to commercial electricity output that EVN sells to electricity customers accounts for about 91.4%.
"In the near future, with the expansion of the competitive retail electricity market roadmap, there will be more wholesale and retail electricity buyers to compete with each other. Therefore, customers will have more options in choosing retail electricity suppliers" - Mr. Trinh Quoc Vu emphasized.

For more information, Mr. Trinh Quoc Vu said that Vietnam has had a mechanism for direct electricity purchase and sale since July 2024 according to the provisions of Decree 80 of the Government.
Accordingly, customers using large electricity can buy electricity directly from renewable energy power generation units in two forms. First, buying electricity through a separate power grid built by a renewable energy power generation unit and providing electricity directly to customers. Second, buying and selling electricity through the national grid, participating in the spot electricity market.
This mechanism is considered a breakthrough, helping Vietnam get closer to the competitive retail electricity market. Thanks to that, customers - especially large electricity users - will have more options than buying electricity directly from Vietnam Electricity Group as before.
At the same time, the mechanism also contributes to promoting the green transformation process, encouraging the development of renewable energy sources and supporting the realization of the net emission target of "0" by 2050, in line with the Government's commitment to the international community - Mr. Trinh Quoc Vu emphasized.
There is also fake information and searching for views about electricity bills
Recently, there have been some customer complaints about the sudden increase in electricity bills in August 2025 in some localities in the North and Central regions.
Regarding this information, Mr. Nguyen Xuan Nam - Deputy General Director of Vietnam Electricity Group (EVN) - said that immediately after receiving the feedback, EVN directed units to review all customers on this issue. In August 2025, electricity output will be different from previous years. The first days of August recorded an unusually hot spell, causing the system's output to increase to a record level.
According to statistics, there are currently more than 3.2 million customers out of a total of 31.88 million household customers with electricity consumption in August increased by 30% or more compared to July.
"EVN has assigned the Corporations to install Apples for customers to monitor product fluctuations, and at the same time, there is a hotline that responds very promptly, and through the review process, there is currently no problem with errors as reflected. But there is also fake information, some information is incorrect, or is aimed at attracting online sales views, and there is also information that the address cannot be determined to clarify" - Mr. Nguyen Xuan Nam emphasized.
Emphasizing further, Mr. Nguyen Xuan Nam said that EVN is not the only unit selling electricity to customers. In addition to EVN, there are organizations that buy wholesale and retail, for example, in urban areas, apartments, industrial parks, the management unit establishes a wholesale unit of EVN at preferential prices of the State and then resells it to customers in that area, they give the unit's valuation.
"Currently, there are more than 700 organizations participating in wholesale, accounting for about 8.59% of the total system output. Therefore, when there is feedback from customers, it is not always directly related to EVN, because there are other units that EVN does not manage" - Mr. Nguyen Xuan Nam said.
The EVN Deputy General Director emphasized that currently, the entire system has used electronic meters, consumption data measured remotely and transmitted online, there is no longer the need to measure the consumption index at mechanical meters as before, so there cannot be any intervention to distort data.
"The Group is continuing to review and request customers to install the application and announce a hotline to promptly respond when there is a feedback" - EVN Deputy General Director said.
