After checking and listening to the report, the Standing Vice Chairman of the City People's Committee criticized the Department of Construction and Hai Phong Waterway Traffic Assurance Joint Stock Company for the situation where passengers were refused to board the ferry to leave Cat Ba Island on September 7, 2025, affecting people and tourists. At the same time, units are required to review their responsibilities and report to the City People's Committee before September 13.
The Standing Vice Chairman of the City People's Committee also assigned the Department of Construction to direct Hai Phong Waterway Traffic Assurance Joint Stock Company to ensure absolute safety of waterway traffic. The suspension of operations must comply with regulations on sea ban, bad weather and timely and public information. The unit proactively increases trips and vehicles when travel demand increases; publicizes flight schedules, transport capacity, and temporary suspension criteria.
The People's Committee of Cat Hai Special Zone directs accommodation establishments to coordinate in providing ferry schedule information to people and tourists; at the same time, requires contractors to urgently complete and put into use the construction, renovation and expansion of Dong Bai, Cai Vieng Fishing Wharf and auxiliary items before September 20, 2025.
Previously, on the afternoon of September 7, many tourists were upset when they could not cross Cai Vieng ferry to leave Cat Ba island even though it was still during ferry hours. A tourist to Ninh Binh said that his family traveled to Cat Ba from September 5 to 7. On the afternoon of September 7, the family moved to the ferry terminal to return to the city, arriving at the ferry terminal at 3:47 p.m., at that time a long line of vehicles waiting for the ferry. Waiting for the goods for hours, at 5:17 p.m., the Dong Bai - Cai Vieng ferry operator said that the ferry had expired the daily travel quota, so they needed to turn around, so the whole family had to return to the island, staying until this morning (September 8) to return home.
In response to tourists' feedback about the ferry not running even though it has not yet ended its operating hours during the day, a representative of the leadership of Hai Phong Waterway Traffic Assurance Joint Stock Company - the unit managing and exploiting Dong Bai - Cai Vieng ferry terminal - said that according to the bidding, during this time, from Monday to Friday of the week, Dong Bai - Cai Vieng ferry terminal will run 52 trips/day, from Friday to Sunday, the ferry will run 78 trips/day. The ferry departs from Cai Vieng wharf (Cat Ba to Hai Phong) from 5:00 a.m., the last trip is at 5:30 p.m., the ferry departs from Dong Bai wharf (Hai Phong to Cat Ba) at 5:30 a.m., the last trip is at 6 p.m. This person also said that in addition to the number of trips as prescribed, the unit will not be accepted, so on September 7, the ferry cannot increase the number of trips.
