Two SeABank branches incur violations and risks in lending activities

SBV Region 13 Inspectorate pointed out some violations, limitations, and risks at SeABank Tien Giang and SeABank Long An.

The SBV Region 13 Inspectorate has just issued a notice on the inspection conclusions for the Southeast Asia Commercial Joint Stock Bank, Tien Giang Branch and Long An Branch.

According to the notice on the inspection conclusion of SeABank Tien Giang, besides the achieved results, the inspection showed that the unit's operation also generated some violations and risks in lending work.

The notice stated that the collection of dossiers, appraisal, inspection, and supervision of loan capital, and asset classification are not in accordance with internal regulations and legal regulations; the bad debt ratio is high; the handling and recovery of bad debts is not effective.

Regarding the reasons, the notice stated that individuals and departments directly implementing the credit process were not proactive, worked in a formalistic manner, and did not comply with the provisions of law and SeABank's internal regulations, leading to violations.

Regarding responsibility, the inspection conclusion determined that the responsibility belongs to individuals and departments directly implementing the credit process; and at the same time, there is a common responsibility of unit leaders in management, administration, and control.

The Chief Inspector of SBV Region 13 issued 5 recommendations and 3 recommendations to overcome existing shortcomings and limitations, ensuring the safe and effective maintenance of the unit's operations and compliance with legal regulations.

Regarding SeABank Long An, the inspection conclusion notice stated that, besides the achieved results, through inspection, it was found that the unit's operation still had some shortcomings, limitations, and risks regarding appraisal and lending approval; inspection and supervision of the use of loan capital; guarantee activities; debt classification and bad debt handling activities.

The notice also stated that the shortcomings, limitations, and potential risks in SeABank Long An's operations are mostly subjective and have not fully implemented internal regulations and related legal regulations.

Chief Inspector of SBV Region 13 requested SeABank Long An to implement 4 recommendations and 3 recommendations to overcome shortcomings, limitations, and risks, ensuring safe and effective operation and compliance with legal regulations.

Regarding the aspects that have been done, during the inspection period, SeABank Tien Giang has correctly implemented the policy, orientation, credit growth plan and bad debt handling assigned by SeABank. The unit complies with the provisions of law on lending, guarantees, repayment term structure for customers, provisioning and using risk provisions.

Meanwhile, SeABank Long An has implemented the policy, orientation and credit growth plan assigned by SeABank's Head Office correctly.

According to the announcement, SeABank Tien Giang is a unit directly under SeABank, as of December 31, 2025, there are 1 branch and 1 affiliated transaction office. The total number of personnel of SeABank Tien Giang and its affiliated transaction offices is 51 people.

As for SeABank Long An, as of December 31, 2025, the operating network has 4 professional departments, without affiliated transaction offices. The total number of personnel of the unit is 33 people.
