The Hanoi People's Committee has just issued an official dispatch requesting thorough handling of markets that are not in accordance with planning, spontaneous business gathering places and small-scale slaughter activities in the city.
Accordingly, the City People's Committee requests departments, branches and localities to focus on implementing key tasks to completely resolve the long-standing problem that causes loss of urban aesthetics, potential risks of food safety and hygiene and affects the living environment.
Regarding the handling of toad markets and temporary markets that are not in accordance with the planning, the City People's Committee assigned the Department of Industry and Trade to preside over and coordinate with relevant departments, branches and People's Committees of communes and wards to develop a plan for thorough clearance. In particular, focusing on guiding localities to review and classify spontaneous gathering places, make specific handling plans and maintain order after clearance.
The Department of Industry and Trade is also assigned to study and propose a mechanism to support and attract socialized resources to renovate and develop a system of regular traditional markets. At the same time, strengthen inspection, examination and strictly handle violations periodically, ensuring compliance with commitments.
The People's Committees of wards and communes are responsible for making statistics, planning and organizing the clearance of toad markets and temporary markets according to their authority. The plan must have a specific roadmap and solutions and be completed in 2025.
At the same time, local authorities need to step up propaganda and mobilize people to change their buying and selling habits at spontaneous markets. The Chairman of the People's Committee of the ward and commune will be responsible if the set goals are not achieved.
Regarding livestock and poultry slaughter, the city assigned the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment to coordinate in reviewing all small-scale slaughterhouses.
In particular, special attention is paid to more than 700 slaughterhouses located in residential areas. Unlicensed establishments that do not ensure food hygiene and safety conditions will be completely handled before September 2025.
In addition, the city requires reviewing and adjusting the planning of centralized slaughterhouses to suit practical needs. The government also assigned functional agencies to develop investment support policies for modern slaughterhouses, encourage the relocation of small-scale livestock and slaughterhouses out of residential areas. This task must be completed before November 2025.
The People's Committees of wards and communes are responsible for supervising and managing slaughter activities in the area; strictly handling illegal establishments. At the same time, strengthen propaganda and mobilize people to slaughter at concentrated establishments according to the plan, contributing to ensuring food safety, environmental sanitation and security and order. The authorities are assigned to coordinate the inspection and strictly handle animal products of unknown origin that have not been quarantined.
