Accordingly, the Ministry of Finance guides the implementation of the National Information System on business registration, business households and cooperatives as follows:
- Regarding information of local business registration agencies
According to Resolution 60-NQ/TW dated April 12, 2025 and Resolution 76/2025/UBTVQH15 dated April 14, 2025, district-level administrative units will cease operations from July 1, 2025.
+ The account of the officer of the district-level business registration agency will not continue to be used on the System from July 1, 2025.
+ To ensure the organization and implementation of procedures for registering enterprises, business households, and cooperatives smoothly and without interruption in localities after implementing the organization and apparatus arrangement, the Ministry of Finance requests the Standing Committee to notify the Ministry of Finance before June 28, 2025 the information about the commune-level business registration agency to update on the System, including:
Name, identification code of the business registration agency at the provincial and commune levels;
List of cadres of business registration agencies at the provincial and commune levels;
Information on the registration fee for business households and cooperatives of provinces and cities;
Regarding information on payment of registration fees for business households and cooperatives (including: Bank type/cassary, bank account number/cassary, Account holder, Bank name/cassary), it is recommended that the Committee direct the commune-level business registration agency to update information to the System, and at the same time attach the Information Provision Form/request to change payment information for registration fees for business households and cooperatives.
- Regarding the settlement of business registration records, business households, cooperatives, cooperative unions, and cooperative groups:
Request the Committee to direct the provincial and district business registration agencies to resolve all registration records of enterprises, business households, cooperatives, cooperative unions, cooperative groups, branches, representative offices, and business locations that are being submitted on the System before the administrative unit takes effect from July 1, 2025 as follows:
+ For valid documents: the business registration agency approves the documents, returns the results to people, businesses, business households, cooperatives, cooperative unions, and cooperative groups.
+ For invalid documents: the business registration agency notifies the content that needs to be amended and supplemented.
For amended and supplemented dossiers submitted after July 1, 2025, due to changes in regulations on administrative procedures, changes in administrative units, business registration agencies guiding enterprises, business households, cooperatives, cooperative unions, and cooperative groups, the dossier must be declared according to the new regulations and submitted to the competent business registration agency under the new administrative unit.
