Develop a "comprehensive education" project, making English the second language by 2030
At the meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai fully reported on socio-economic issues, concretization of the General Secretary's direction requirements for Hanoi in the previous meeting, and at the same time made recommendations on many important issues for development.
Regarding socio-economic development, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the city's economy has grown positively, major balances are ensured. Of which, GRDP growth in 6 months is estimated at 7.59% and exceeded the set scenario.
Total state budget revenue in the area by June 11, 2025 is VND 369,242 billion (reaching 73.1% of the 2025 estimate). Export turnover reached 10.1 billion USD (up 13.8%), import reached 22 billion USD (up 12.6%). FDI attracted 2.9 billion USD, leading the country. Social investment capital increased by 11.64%.
Regarding the results of implementing the two working conclusions of General Secretary To Lam with the Standing Committee of the Hanoi Party Committee at previous working sessions, Secretary of the City Party Committee Bui Thi Minh Hoai said that in order to concretize the General Secretary's direction requirements for Hanoi, the Standing Committee of the City Party Committee issued Plan No. 292-KH/TU dated January 20, 2025 with 2 groups of tasks, including the field of party building 6 tasks and the field of socio-economic development 25 groups of tasks.
Up to now, some tasks have had initial results such as: the renovation of To Lich River (the dredging of river mud for section 1 of the 7km section has been completed; section 2 of the 5km section is expected to be completed in August 2025). The planning, renovation and improvement of Hoan Kiem Lake and West Lake areas (the Dong Kinh Nghia Thuc Square renovation project is being implemented according to plan).
The city is also preparing to issue a Resolution of the City People's Council on supporting boarding meals for primary school students; developing a "comprehensive education" project, making English the second language by 2030.
Strengthen electronic health records, increase the rate of health insurance examination and treatment and proactively apply digital technology to build a smart healthcare model. Food hygiene and safety, urban hygiene are enhanced.
Proposing many important issues for development
Clearly stating the contents of the direction and key tasks in the coming time, the Secretary of the Hanoi Party Committee affirmed that the Standing Committee of the City Party Committee will focus on directing and determined to achieve the highest goals and targets set by the 13th National Party Congress and the Resolution of the 17th National Party Congress of the City.

In the immediate future, a trial operation of the two-level local government model will be carried out from June 20 to 26, 2025; complete the arrangement of cadres before June 20, 2025 to soon stabilize and ensure conditions for facilities and working equipment so that 126 new communes and wards can operate smoothly from July 1, 2025.

At the meeting, Secretary of the City Party Committee Bui Thi Minh Hoai suggested that in the process of developing laws and resolutions related to the fields of urban development, government organization, public investment, planning, and development of the city on both sides of the Red River... the central ministries and branches should pay attention, support, and integrate the favorable and outstanding contents of the Capital Law into specialized laws if they jointly adjust one issue, to ensure the effectiveness and high enforcement of the Capital Law.
For new contents of other laws that are more favorable, the regulation gives the Capital the right to choose to apply according to the new regulation.
Hanoi will continue to study and perfect some contents in the spirit of Resolution No. 57-NQ/TW, which is: building and deploying a Smart City operational governance system integrating "Party - government - business - people" at the city level in real time based on shared database, integrating cross-sectoral data, AI, forecast analysis to help make decisions and support people and businesses in life and production and business.
The Secretary of the City Party Committee also requested ministries and branches to promptly study and promulgate standards, norms, norms or promote decentralization and delegation of authority to localities with sufficient capacity to pioneer the pilot. Early guidance on adjusting budget allocation norms, regular expenditure norms and public investment to suit the two-level urban government model of Hanoi and special urban management requirements.
Regarding the issue of handling air pollution and river pollution, the Secretary of the City Party Committee expressed his hope to receive the attention and support of central agencies and the close coordination of localities in the region.
Regarding the Red River axis - a new development symbol of the Capital in the new era, the Secretary of the Hanoi Party Committee said that the City has identified the formation of Hong Ha ward (South) and the two communes of Thien Loc and Vinh Thanh (North) as key special units. Currently, there are still difficulties and problems related to specialized planning, the City proposes that ministries pay attention to resolving them.
