State Treasury issues more than VND 201,000 billion of government bonds in 7 months

By the end of July 2026, the State Treasury had issued VND 201,165 billion of government bonds, reaching 40.2% of the 2026 issuance plan.

According to information from the State Treasury (KBNN), in July 2026, units in the system will continue to coordinate with revenue agencies in the area to quickly focus, fully and promptly account for revenues into the state budget (NSNN), and at the same time provide information and data to serve the management and administration of the budget of competent authorities.

As of the end of August 5, 2026, accumulated state budget revenue in balance reached 1,896,176 billion VND, equal to 74.96% of the 2026 estimate. Of which, domestic revenue (excluding crude oil) reached 1,642,265 billion VND, equal to 74.65% of the estimate; revenue from crude oil reached 37,904 billion VND, equal to 88.15% of the estimate; revenue from import and export activities reached 214,015 billion VND, equal to 76.98% of the estimate, after deducting value-added tax refund.

Regarding budget expenditures, the State Treasury system continues to implement guidance, payment, and disbursement of the state budget according to regulations; and at the same time provide information to serve budget management and monitor the disbursement of public investment capital. By the end of July 2026, the State Treasury had disbursed 829,773 billion VND of recurrent expenditures, equal to 45.9% of the 2026 recurrent expenditure estimate through the Treasury, excluding debt repayment, aid, additional expenditure of the financial reserve fund and contingency funds.

For public investment capital under the 2026 plan, as of July 31, 2026, accumulated payments through the State Treasury reached 350,2954 billion VND, equal to 38.1% of the plan assigned by the National Assembly and the Prime Minister through the Treasury. Of which, domestic capital reached 346,690.7 billion VND, and foreign capital reached 3,604.8 billion VND. For the planned capital from the previous year extended to 2026, accumulated payments reached 31,331.6 billion VND, equivalent to 25.8% of the plan.

In capital mobilization work, KBNN said that the unit has continued to advise the Ministry of Finance to organize the issuance of government bonds closely following market developments, flexibly managing terms and interest rates to meet the capital needs of the central budget, and at the same time ensure full and timely payment of principal, interest on bonds and related costs.

As of July 31, 2026, the State Treasury has issued 201,165 billion VND of Government bonds through auctions at the Hanoi Stock Exchange, reaching 40.2% of the 2026 issuance plan. In the third quarter, the issuance volume reached 18,604 billion VND, equal to 15.5% of the third quarter plan. The average issuance term reached 9.23 years, while the average issuance interest rate was 4.13%/year.

In addition to the tasks of managing treasury funds and mobilizing capital for the budget, the State Treasury continues to promote the modernization of information technology and digital transformation. In July, the Ministry of Finance issued Decision No. 1852/QD-BTC on the Architecture of the Budget and State Accounting Information System and Decision No. 2021/QD-BTC approving the adjustment of the investment policy of the Budget and State Accounting Information System Project (VDBAS). On that basis, the State Treasury is coordinating with relevant units to implement the project items according to the approved progress.

Along with the implementation of VDBAS, the State Treasury system continues to maintain operations to support units using online public services and information technology applications, receiving and processing support requests to remove difficulties and obstacles in the process of transactions on the system.

Notably, in the process of expanding the application of digital technology and data connection, the State Treasury also strengthened coordination with Vietnam Social Security. On August 4, 2026, the two agencies signed a Regulation on coordination in the management and use of deposit accounts for collection and payment of regimes and data connection and exchange.

Accordingly, electronic data from the State Treasury will be connected to the professional systems of Vietnam Social Security, contributing to shortening processing time, reducing paper documents and improving accuracy in the operation process. In the coming time, the two sides will study and deploy a bilateral electronic payment system to serve direct regime payments.
