Proposal from July 1, 2026, income over 28.63 million VND/month is required to pay PIT

The Ministry of Finance proposes that from July 1, 2026, individuals with income above 28.63 million VND/month will begin to pay personal income tax at a tax rate of 5%. The draft allows an additional deduction of up to 47 million VND/year for medical and educational expenses if there are valid invoices and documents.
According to the draft, taxpayers are entitled to a maximum deduction of 23 million VND/year for medical examination and treatment costs and 24 million VND/year for education and training costs of themselves and dependents. Along with family circumstance deductions and compulsory insurance premiums, the total deduction amount may be up to 307.4 million VND/year for people with 1 dependent.
The Ministry of Finance said that the new policy helps significantly reduce tax obligations for people, while ensuring humanity and suitability for actual spending.
