On August 28, according to Lao Dong, the People's Committee of Lang Son province issued a Decision approving the General Planning of Huu Lung Industrial - Urban - Service Area with a total research area of about 4,900 hectares, spread over the administrative boundaries of 3 communes of Huu Lung, Tan Thanh and Tuan Son.
According to the plan, Huu Lung industry - urban - service is oriented to become a modern service urban area, creating an industrial ecosystem combined with sustainable urban areas, playing the role of gateway connecting the Northeast region with the Northern coast.
This area will include urban - service land of about 3,036 hectares (accounting for 62%) with residential areas, commercial centers, public services, trees, new housing areas, resettlement and community tourism.
Industrial land is about 1,864 hectares (accounting for 38%), forming 7 industrial parks specializing in high technology, advanced processing, logistics and supporting services.
By 2045, the population of the area is expected to be about 130,000 people, of which the permanent population is 42,000 people, the converted population is 88,000. The labor scale ranges from 100,000 - 162,000 people, with 50% living and working in the area.
The detailed planning identifies 7 industrial parks, of which Huu Lung 1 Industrial Park (167.7 ha) is a development reserve area; Huu Lung 2 to 7 Industrial Parks have an area of 200 - 481 ha/zone.
In addition to industry, it is planned to form many service and ecological urban areas such as Bac Le Service Urban Area (936 ha, population of about 20,000 people); Pho Vi Service Urban Area (613 ha, population of about 14,000 people); Ecological urban area associated with research, training and technology transfer center (664 ha).
Residential areas in Tan Thanh and Tuan Son communes are developed in conjunction with agricultural production and community tourism, creating a landscape highlight.
In particular, Huu Lung Industrial - Urban - Service Area has been invested in modern infrastructure for transportation when opening routes directly connecting to Hanoi - Lang Son Expressway, Hanoi - Lang Son Railway, My An Port (Bac Ninh). It is expected to build and upgrade many new provincial roads and railway stations (Pho Vi, Bac Le).
In terms of energy, the electricity demand by 2045 is about 530MW, with 7 new 110kV stations.
Regarding water supply, by 2045, the demand will be about 51,000 m3/day, exploited from the Thuong River, Cam Son Lake, Tam Nham Lake, and Ho At Lake.
With environmental treatment, solid waste will be about 450 tons/day by 2045, treated at Tuan Son centralized treatment area (expanded to 30 hectares).
In the implementation period, in the period of 2025 - 2030, deploy framework infrastructure, develop detailed planning, strive to operate 3 industrial parks ( Huu Lung 2, 3, 4).
In the period of 2031 - 2045, complete all 7 IPs, fully develop urban service areas, research centers, residential areas and synchronous social infrastructure.
