Lao Cai announces results of department-level competitiveness index

Lao Cai - The Provincial Economic Zone Management Board achieved 78.17 points, leading the department and board block in the DCCI 2025 assessment results.

On September 17, information from the Lao Cai Provincial People's Committee, the Chairman of the Provincial People's Committee just signed a decision approving the results of the assessment of the Competitiveness Index of departments, agencies, branches and localities of Lao Cai province (DCCI) in 2025.

After arranging the organizational structure of the local government at 2 levels, DCCI was adjusted to include 3 sets of indicators: departments, boards; vertical sectoral agencies and local blocks (communes, wards).

According to the results of the assessment of 22 management fields, the DCCI average score for departments and boards reached 74.11/100 points. Economic zone management leads with 78.17 points; followed by Transport 75.87 points, Science and Technology 75.18 points, Culture and Sports 75 points.

In the opposite direction, Tourism has the lowest score with 72.53 points, followed by Construction 72.60 points and Land 72.63 points.

By unit, the Lao Cai Provincial Economic Zone Management Board achieved 78.17 points, ranking first in the bloc; the Industrial Zones Management Board achieved 74.72 points, the Department of Science and Technology 74.64 points, and the Department of Health 74.54 points.

The Department of Agriculture and Environment achieved 72.94 points, the lowest in the block.

Notably, the production and business support criterion only reached 6.86 points, lower than the pillars of favorable business environment, promoting competition and sustainable growth, and the constructive role of the government.

In 2025, Lao Cai for the first time implemented the DCCI test measure at the commune and ward levels with 30/99 surveyed localities.

The average score reached 69.13 points, belonging to the good-average group. Among the 30 localities, 13 localities belong to the Good group and 17 localities belong to the Good-average group; no locality achieved the Good group.

The DCCI results in 2025 are identified by Lao Cai province as the basis for continuing to improve management quality, improve transparency and efficiency to support businesses, cooperatives, and business households, thereby improving the investment and business environment in the area.
