In July 2025, the Department of Industry and Trade of Khanh Hoa opened a bidding for the Ca Na LNG Thermal Power Plant project with a total investment of more than 57,000 billion VND. This is one of the important energy projects, with the largest scale in the South Central region.
To date, only the Trung Nam - Sideros River Joint Venture (headquartered in Dien Hong Ward, Ho Chi Minh City) has submitted bidding documents. This consortium offers a electricity price of VND 3,294.22/kWh (equivalent to VND 12.83/kWh, at VND 25,670/USD).
Regarding the form of bid guarantee, Vietnam Prosperity Joint Stock Commercial Bank (VPBank) - Transaction Office Branch 2 has provided a guarantee worth nearly VND574 billion, valid for 180 days from the date of bid payment.
Previously, the People's Committee of Ninh Thuan province (old) issued Decision No. 215/QD-UBND dated April 14, 2025, approving the investment policy for this project and starting the process of selecting investors in the form of bidding.
The scale and progress of the project, Ca Na LNG Power Plant is planned with the main items: 1 mixed-use LNG turbine thermal power plant, capacity of 1,500 MW.
The LNG and recycling port warehouse system, port capacity 1 - 1.2 million tons of LNG/year; including 1 container of 220,000 m3 and separate technical infrastructure.
1 LNG import port and a 2,400 m long eastern breakwater with auxiliary works.
The project is implemented on an area of 28.06 hectares of land and 111.7 hectares of water surface in Ca Na commune, Khanh Hoa.
The investor selection period lasts from the first quarter to the fourth quarter of 2025; the investment preparation period is expected to take place from the first quarter of 2026 to the fourth quarter of 2026. If the progress is correct, the investment decision will be issued at the end of 2026.
Previously, the Prime Minister agreed to add this project to the adjusted Power Plan VII, with the operation progress of phase 1 in 2025 - 2026.
