Updated from the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on July 21, the center of storm No. 3 Wipha was at about 21.3 degrees north latitude; 109.9 degrees east longitude, in the area north of the Lusian Peninsula (China), about 220 km east of Quang Ninh - Hai Phong. The strongest wind near the storm center is level 9 (75-88 km/h), gusting to level 11. The storm is moving west-southwest at a speed of 15-20 km/h.

In Hai Phong area, there will be moderate rain, heavy rain and scattered thunderstorms, with rainfall as of 1:00 a.m. on July 21 generally from 14-40mm. From early morning to noon on July 21, there will be scattered showers and thunderstorms, with common rainfall of 10-15 mm.

By 9:00 a.m. on July 21, the Military Command and the City Police had strictly maintained their duty regime, organized the review and inspection of cooperation plans and combinations, prepared forces and means, and were ready to handle situations that arose. The force participated in responding to over 35,400 people, including over 25,000 soldiers and 9,400 police.

Of which, 34 apartment buildings no longer have residents; 41 apartment buildings in Dong Hai Phong have relocated about 300 households, the remaining 2,600 households; 3 apartment buildings in Tay Hai Phong are still inhabited. The Department of Construction has developed a plan to evacuate households living in dangerous, degraded apartment buildings; at the same time, it has requested localities to be ready to support people in evacuation when situations arise.

Communes, wards and special zones have deployed propaganda, announcement and storm warning to 1,657 vehicles; 9,900 cages; 16,000 tourists in Cat Ba, including 2,500 foreign visitors. Up to this point, the commune-level disaster prevention and control shock force, including 29,361 people from the commune, ward, special zone shock forces and on-site mobilization forces, has been mobilized over 5,000 people.

The dike system in the city has 75 key locations of dykes, embankments, and vulnerable culverts that have been built and approved by cities, communes, wards, and special zones for key protection according to the "four on-site" motto.

Irrigation works exploitation companies in the city have up to this point removed and lowered buffer water, prepared machinery, equipment, and standing forces to operate according to requirements.

Hai Phong plans to evacuate and relocate people in dangerous areas during storms according to the disaster response plan according to the risk level of 6,668 households/19,701 people. Currently, Cat Ba still has 279 tourists staying in 10 establishments, 84 foreign visitors. In Do Son ward, there are 1,335 people staying in 80 facilities, including 55 foreign guests.
