On May 4, the State Bank of Vietnam just announced the Conclusion of the Chief Inspector of State Bank of Vietnam Region 9 (SBV KV9) for Southeast Asia Commercial Joint Stock Bank Da Nang branch (SeABank Da Nang). The conclusion was issued on April 21, 2026.
Accordingly, during the 2023-2025 inspection period, SeABank's Da Nang branch had limitations and shortcomings in credit granting activities such as:
For lending activities:
Regarding appraisal and lending decisions: The appraisal work is not complete and strict, according to the provisions of Clause 1, Article 17 of Circular 39 and internal regulations.
Regarding inspection and supervision of loan capital: Implement incomplete inspection and supervision of loan capital according to the provisions of Clause 2, Article 24 of Circular 39/2016/TT-NHNN.
Regarding collateral: potential legal risks in case of handling collateral immediately to recover debt.
For guarantee activities:
Regarding appraisal: Not strict, not fully complying with internal regulations.
Regarding collateral: potential risks of the bank's ability to recover obligations when arising alternative payment obligations under guarantees for customers.
According to the Inspection Conclusion, in general, SeABank Da Nang operates in compliance with the provisions of law, during the 2023-2025 inspection period, the mobilized capital and lending increased through profitable business years, ensuring efficiency, and the bad debt ratio to total outstanding loans was also well controlled. Lending meets the capital needs of customers, contributing to socio-economic development in the area.
Regarding credit granting activities: In lending and guaranteeing activities, banks basically comply with the provisions of law, regulations of the SBV of Vietnam and internal regulations of SeABank. Customers borrowing through inspection basically meet the loan conditions on legal capacity and civil act capacity.
Implement debt classification, provisioning and use of provisions to handle risks, bad debt handling, bad debt recovery, and debts that have been handled risks are implemented according to the regulations of the SBV of Vietnam and internal regulations of SeABank.
Restructuring the debt repayment term; exempting and reducing interest and fees, keeping the same debt group to ensure compliance with regulations.
The decision-maker of the inspection requested the Branch to pay attention, draw experience, rectify, and promptly propose preventive measures to overcome shortcomings, violations, limit and minimize risks in banking operations.
Based on the inspection results, the Chief Inspector of SBV KV9 issued 02 recommendations to SeABank, and 03 recommendations to SeABank Da Nang, for the unit to rectify and overcome shortcomings and limitations, in order to ensure the bank operates safely and effectively in accordance with the law.
