A unified, interconnected institution between the Front and socio-political organizations and mass associations is being shaped, creating a foundation to promote the strength of national unity in the new development stage.

Unlike previous Congresses, the preparation for the XI Congress of the Vietnam Fatherland Front takes place in the context that the organizational system has undergone fundamental changes. Therefore, all preparation stages – from documents, charters, personnel to organizing the Congress – are being implemented with a proactive and tight spirit, ensuring both compliance with regulations and meeting innovation requirements.

A noteworthy point is that the approach in preparing for this Congress has had a clear change: From summary thinking - term to constructive thinking - model, from evaluating results to shaping new operating methods of the entire Fatherland Front system.

The Congress document is not only a summary but also reshaping the role of the Vietnam Fatherland Front.

The draft Political Report submitted to the 11th Congress is built in a concise, focused, but in-depth direction, closely following the Documents of the 14th Party Congress, the Documents of the 1st Party Congress of the Fatherland Front Committee, Central Agencies, term 2025 - 2030 and the practical activities of the Fatherland Front in the transitional period.

Unlike before, this document does not stop at evaluating the results, but focuses on clarifying a core content: the new role and position of the Vietnam Fatherland Front in the organizational model that has been consolidated as it is today.

Key tasks are identified in a more specific direction, measurable, associated with practical requirements, in which the most prominent are: Innovating methods of gathering and mobilizing people; Improving the effectiveness of supervision and social criticism; Promoting digital transformation in the activities of the Fatherland Front; Strengthening social consensus, consolidating people's trust in the Party, State and political system.

The new term action program is designed in the direction of focusing on key stages and programs, with inheritance and supplementation, avoiding spreading and formalism; promoting innovation, focusing on developing science and technology, and promoting digital transformation.

The collection of opinions on documents has also been expanded, promoting the role of experts, scientists, advisory councils and people from all walks of life, ensuring that documents are truly practical, guided and highly feasible.

Charter is studied for amendment and supplementation to operate the new model

One of the most important contents in the preparation of the Congress is to amend and supplement the Charter of the Vietnam Fatherland Front. The amendment of the Charter this time is not simply a technical update, but aims to establish a legal framework for the new organizational model - where the Front is not only a gathering place, but also a unified coordination center for socio-political organizations and mass associations assigned by the Party and State.

In this model, the requirement is to ensure two factors: Unity in direction - flexibility in implementation. The amended and supplemented charter should therefore focus on clarifying the relationship between the Front and member organizations, the coordination mechanism, and the assignment of responsibilities, while ensuring that each organization still promotes its own initiative and creativity.

This is considered an important step to overcome the previous situation of dispersion and overlap, towards a smoother and more substantially efficient operating system.

Personnel must be "in the right role" in the new organizational model

Along with the documents and Charter, the personnel work of the XI Congress was prepared in a tight and substantive direction. The requirement is not only to ensure the structure, but more importantly to select typical, reputable representatives who can effectively participate in the coordination mechanism in the new model.

Bringing socio-political organizations and mass associations assigned by the Party and State to be directly under the Fatherland Front is a strategic step, aimed at: Strengthening the unified leadership of the Party; Improving the effectiveness and efficiency of the operation of the Fatherland Front system, socio-political organizations and mass associations; Maximizing the overall strength of the entire Front system and member units; Innovating methods of gathering and mobilizing people to participate in building and protecting the Fatherland.

In this model, the Vietnam Fatherland Front plays a central coordinating role, creating intercommunication between organizations, and at the same time best exploiting the strengths of each member organization.

This is also the basis for building a more modern, flexible Front system, adapting faster to the context of digital transformation and international integration.

XI Congress - preparing for a new stage of development

From the preparation method, it can be clearly seen: The XI Congress is not just a political event, but the starting point for a new stage of development of Front work, mass organization work and association work.

Not only opening a new term, the Congress also lays the foundation for a more unified, interconnected, effective, and efficient organizational model of the great national unity bloc. From that foundation, the central role of the Front in gathering and promoting the strength of the People will be affirmed more clearly in the new development stage. More importantly, this will be a substantial shift to bring Front work into increasing depth, practicality, and connection with people's lives.
