According to information from the Department of Natural Resources and Environment of Quang Ninh province, the Department has chaired and coordinated with Dong Bac Corporation and Vietnam National Coal and Mineral Industries Group to report to the Ministry of Natural Resources and Environment to consider resolving the exploitation of mine waste rock and soil as filling material for Dong Bac Corporation in the Nam Trang Bach mine waste dump area, Dong Trieu city, with a reserve of about 11 million m3; Tan Lap mine waste dump, Ha Long city with a reserve of about 11.7 million m3.
Vietnam National Coal and Mineral Industries Group in the Nam Quang Loi Mining Waste dump (Coc Sau), Cam Pha City has a reserve of about 1.5 million m3.
It is expected that the above areas will be licensed and put into operation in the first quarter of 2025.

For other land mines for filling materials, enterprises are currently completing procedures to be granted a Mineral Exploitation License, specifically: Land exploitation area for filling materials in the area of Office Headquarters Project, housing for workers and employees and complex service business area in Thong Nhat commune, Ha Long city with a reserve of 1.5 million m3.
Duc Son soil mine in Yen Duc ward, Dong Trieu city with a reserve of 1 million m3 will be put into operation in the first quarter of 2025.
Trung Vuong soil mine in Trung Vuong ward, Uong Bi city has an exploited reserve of 7.9 million m3, exploitation capacity of 1.8 million m3/year, expected to be operational in the first quarter of 2025.
Thuy An soil mine in Thuy An ward, Dong Trieu city has a reserve of 3.5 million m3, expected to come into operation in the second quarter of 2025.
Bac Son 2 soil mine, Uong Bi city with a reserve of 6.9 million m3, expected to come into operation in the third quarter of 2025.
The Department of Natural Resources and Environment requests relevant departments, branches and localities to urgently resolve administrative procedures so that the soil and rock mines can soon come into operation, meeting the demand for filling materials for key projects and works in the province.
In recent years, the shortage of filling materials has significantly affected the progress of projects. The operation of new land mines from 2025 will contribute to removing bottlenecks, ensuring the supply of filling soil, thereby speeding up the progress of the project.
This is also one of the important solutions to help Quang Ninh achieve the GRDP growth target of 14% in 2025, with an estimated economic scale of VND395,000 billion.
