According to the draft resolution, Quang Ninh province will have a mechanism to support the implementation of social housing construction investment projects invested with non-budgetary capital and trade union financial resources in Quang Ninh province.
The subjects of application are investors of social housing construction investment projects as prescribed in Clauses 2, 3, 4, Article 84 of the Housing Law 2023. In case the social housing construction investment project or commercial housing construction investment project that the investor directly invests in building social housing within the land fund reserved to fulfill social housing obligations according to regulations has been decided or approved for investment policy, and is implementing investment and construction, they will enjoy the support mechanism according to the content of this Resolution.
Investors of projects to invest in the construction of workers' accommodation in industrial parks are stipulated in Clause 1, Article 98 of the Housing Law 2023. State agencies, organizations and individuals related to investment activities in the construction and development of social housing and worker accommodation in industrial parks in Quang Ninh province.
Regarding the support levels, the state will support 100% of compensation, site clearance, and resettlement support (not applicable to cases specified in Clause 3, Point c, Clause 4, Article 84 of the Housing Law 2023) but not exceeding VND20 billion/project.

Along with that, the state will support 50% of the cost of investing in the construction of technical infrastructure systems within the area of the land for social housing construction according to the detailed planning approved by the competent authority (excluding: cost of investing in the construction of technical systems inside the building; cost of investing in the construction of technical infrastructure systems within the area of investment for construction or having to hand over to the State for management, cost of investing in technical infrastructure systems that the investor of the commercial housing construction investment project has implemented within the land fund for building social housing). However, the support level does not exceed 10 billion VND/project.
The State also supports all fees and charges for appraisal of construction investment feasibility studies; appraisal and approval of fire prevention and fighting designs, but not exceeding 200 million VND/project. 100% exemption for construction permit fee collection according to regulations; 100% exemption for environmental impact assessment report appraisal fee or environmental license appraisal fee according to regulations.
