On February 25, at the 21st session, the Hanoi People's Council passed a Resolution on Supporting funding for implementing the bonus regime according to the provisions of Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government for public educational institutions that self-guarantee regular expenditures to pilot the provision of educational services using the state budget of Hanoi City.
The subjects of application include public preschools and general education institutions of Hanoi City implementing educational programs according to regulations of the Ministry of Education and Training participating in piloting the provision of educational services using the state budget as public service units that are self-sufficient in ensuring regular expenditures (not applicable to high-quality public educational institutions of Hanoi); state management agencies of education and training of Hanoi City; relevant agencies, units and individuals.
The budget to support the implementation of the bonus regime prescribed in this Resolution is outside the reward fund according to the provisions of the Law on Emulation and Commendation of the unit.
The funding level to support the implementation of the bonus regime for teachers is divided into 2 stages.
For the 6 months of 2024 (July 1, 2024 - December 31, 2024), the support level is equal to 10% of the total salary fund (excluding allowances and contributions) according to the position, title, rank, and level of the subjects on the salary list of the unit (excluding contract workers) at the time of July 1, 2024 (equivalent to the bonus regime according to the provisions of Decree No. 73/2024/ND-CP and Circular No. 62/2024/TT-BTC).
For the 8 months of 2025 (January 1, 2025 - August 31, 2025), the support level is equal to 10% of the total salary fund (excluding allowances and contributions) according to the positions, titles, ranks, and ranks of the subjects on the salary list of the unit (excluding contract workers) at the time of January 1, 2025.

Previously, in the submission, the Hanoi People's Committee said that Decree 73/2024/ND-CP issued by the Government at the end of June 2024 stipulates the salary and bonus regime for civil servants, public employees and soldiers. In which, bonuses are calculated based on outstanding achievements and results of assessment and classification of task completion level. The bonus fund is equal to 10% of the total annual salary fund, excluding allowances.
However, according to the drafting agency, the budget for implementing the bonus regime is a newly issued salary regime and policy, not yet included in the price of educational services that the city is placing orders for preschool and general education institutions in Resolution No. 19/2024/NQ-HDND.
According to the drafting agency, in the 2024-2025 school year, Hanoi will have 381 public schools from kindergarten to high school piloting orders according to educational service prices. The ordering period is from September 2024 to the end of August 2025. These schools have not been funded by the budget to implement the bonus regime according to the provisions of Decree 73/2024/ND-CP.
At the same time, because it is only in the first phase of the pilot year that it will self-insure regular expenditures, the units are not able to save funds to pay bonuses to cadres, civil servants and employees.
The city's funding support policy is extremely necessary, creating conditions to encourage staff and teachers in these units, encouraging public preschools and general education institutions in the city to continue to promote the provision of educational services to order 100% of educational institutions at all levels.
The funding source to support the implementation of the bonus regime is from the state budget and is outside the reward fund according to the provisions of the Law on Emulation and Commendation of the unit.
The budget for implementing the bonus regime is about 255 billion VND. Of which, the city level spent nearly 122 billion VND, the district level spent nearly 133 billion VND.
Previously, as Lao Dong reported, thousands of teachers in Hanoi expressed concern when facing the risk of not receiving year-end bonuses according to Decree 73/2024/ND-CP.
This problem arises from the fact that on December 10, 2024, the Hanoi People's Council passed Resolution 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units under the state budget guaranteed for regular expenditure under the management of Hanoi City.
With this resolution, many teachers in Hanoi, managed by the city, will not be beneficiaries.
The reason is that educational service units that are piloting the ordering of educational services from the 2023 - 2024 school year are classified as units that self-insure regular expenditures.
