The 10-lane road is 5.14km long, starting at the Hai Phong - Ha Long - Van Don expressway, ending at the Hoang Quoc Viet road, Bai Chay ward.
In fact, this 10-lane road has been upgraded and expanded from a 4-lane road section of National Highway 18, with a total investment of more than 540 billion VND from the old Ha Long City budget.
Before being upgraded and expanded, this road section was part of the National Highway 18 Renovation and Upgrade Project, Uong Bi - Ha Long section, implemented under the BOT form, with a length of more than 30km, a scale of 4 lanes, with a total investment of over VND 2,800 billion, started in October 2011, and put into operation on May 18, 2014.
However, when Ha Long City invested in upgrading and expanding 5.14 km of the BOT route, there was no agreement with the BOT investor of the Uong Bi - Ha Long section.
Therefore, after completing the project to upgrade and expand 5.14km of the above road, the UBT investor of the Uong Bi - Ha Long section refused to accept it for maintenance management because it was not in accordance with the original status and financial plan of the project.

Quang Ninh province has sent an official dispatch requesting the Vietnam Road Administration to remove it, but this unit believes that there is no basis to adjust the management and maintenance costs for BOT investors in the Uong Bi - Ha Long section to the new status.
Meanwhile, the old Ha Long City and the current local government do not have enough basis to manage this road section because the documents are under the management of the UBT investor of the Uong Bi - Ha Long section.
Therefore, the only 10-lane road section in Quang Ninh is currently not managed by any unit. Currently, there have appeared some degraded points, but there is no one to manage them, so it is not possible to invest in repairs.
According to the Department of Construction of Quang Ninh province, to resolve this situation, the Department continues to advise the Provincial People's Committee to send to the Ministry of Construction a proposal to adjust to reduce (eliminate) this section from the BOT contract and transfer it to Quang Ninh province for management.
The Department of Construction of Quang Ninh province had a working session with the Vietnam Road Administration on this issue, with the desire to manage the 10-lane road section to have a plan to report the delay according to regulations. However, there is still no final decision.
