According to reports from relevant departments and branches, before the end of the district-level operation, public investment capital in Quang Ninh province had been disbursed over VND 3,200 billion, reaching 27.5% of the plan assigned at the beginning of the year.
The figure is higher than the same period last year, but the remaining capital is still very large while there is only about 6 months left.
To complete the task, from now until the end of 2025, the public investment capital to be disbursed is about 9,800 billion VND.
This is a big challenge in the context of many difficulties and problems in site clearance, filling materials and especially the price of materials for escalation as well as the start of the rainy and flood season.
Faced with this situation, the People's Committee of Quang Ninh province has directed project committees and investors to focus on removing and thoroughly handling shortcomings related to land and resources of key projects, speeding up construction progress, disbursing public investment capital; speeding up the completion of investment procedures and bidding for projects approved by competent authorities; strictly implement and comply with the disbursement plan established every month and quarter and specifically assign leaders responsible for monitoring the implementation progress.
In particular, departments and investors must closely follow, promptly remove difficulties and take responsibility for the disbursement results of each project, considering this an important basis when evaluating the level of task completion assigned in 2025 by collectives and individuals.
Regarding the high price of construction materials, the People's Committee of Quang Ninh province has directed relevant departments and branches to strictly implement Official Dispatch No. 85/CD-TTg, dated June 10, 2025 of the Prime Minister, which has been specified by the Provincial People's Committee in directives, to have strong measures to control prices and quality of construction materials for public investment projects.
Strengthen inspection and examination, strictly handle violations, especially the allocation of raw material mines to the wrong subjects and authorities.
