At the press conference of the third quarter of 2025, Mr. Le Hoang Chinh Quang - Director of the Department of Information Technology (State Bank) said that the implementation of Project 06 of the Government has brought many outstanding results, especially in reforming administrative procedures, cleaning data and improving safety for the banking system.
In 2025, up to the end of September, the SBV has proactively reviewed and proposed to cut and simplify 124/298 administrative procedures (APs), reaching a rate of 41.6%. In which, 20 administrative procedures were cut, and 104 were simplified. The time for handling administrative procedures was shortened to 529 days (down 8.8%) and 468 days (down 16.18%). The total cost of savings thanks to this reform will reach more than 7.6 billion VND.
According to Mr. Quang, the National Credit Information Center of Vietnam has coordinated with C06 - Ministry of Public Security to review 57 million customer records, cleaning nearly 44.5 million records in the credit database.
The Department of Anti-Money Laundering has also coordinated with C06 to clean up all 154 million accounts and 36 million customer records in the database of anti-money laundering and proxy for the dissemination of weapons of mass destruction.
By September 22, 2025, 57 credit institutions (CIs) and 39 payment intermediary service providers (TPs) have integrated the feature of matching biometric information with chip-embedded CCCD data on the Mobile Banking application. At the same time, 63 credit institutions deployed at the customer identification transaction counter via chip-embedded ID cards; 32 credit institutions and 15 payment service providers deployed VNeID integration, of which 19 units have been officially operated.
According to online methods, more than 128.9 million individual customer records and 1.3 million organized customer records have been compared biometrically, reaching 100% of the number of payment accounts with transactions on digital channels.
According to the offline method, 29 credit institutions and 11 payment service providers have signed with C06 to clean up customer data for payment account opening; of which 27 credit institutions and 4 payment service providers have sent data, with more than 22 million customer records and 32,000 payment service providers being processed and responded to.
After a period of implementing customer data cleaning and biometric authentication, the number of fraud cases has decreased significantly. Compared to the same period in 2024, the number of individual customers who were scammed and lost money decreased by 59%, the number of personal accounts receiving fraudulent money decreased by 52%.
Mr. Le Hoang Chinh Quang emphasized: "The above results show that the banking industry has been proactive and determined in implementing Project 06, contributing to improving system safety and protecting people from high-tech crime tricks".
