According to the Ministry of Construction, the exploitation plan for Tan Son Nhat - Long Thanh International Airport in the NCKT Report of the Long Thanh International Airport Investment Project Phase 1 is as follows:

Domestic exploitation: According to the choice of Vietnamese airlines.
Long Thanh International Airport plans to transport 10-12% of its output on the Hanoi/Da Nang - Ho Chi Minh City routes of Vietnamese airlines.
Exploitation plan for Tan Son Nhat International Airport
Exploiting international routes:
Applicable to all international routes under 1,000km (Tan Son Nhat International Airport is expected to exploit markets between Ho Chi Minh City and Thailand, Cambodia and Laos with a ratio of 15-17% of total international exploitation to the Ho Chi Minh City area).
Domestic exploitation: According to the choice of Vietnamese airlines.
With the above exploitation division, Long Thanh International Airport will exploit 80% of international flights and 10% of domestic flights, Tan Son Nhat International Airport will exploit 20% of international flights and 90% of domestic flights. The State proactively coordinates and determines the international-domestic exploitation rate at each port in each period; the division criteria will be reviewed after the first 5 years of actual exploitation.
The Government report and the Ministry of Construction emphasized that the feasibility study report of the Long Thanh International Airport Construction Investment Project Phase 1 (Project) has determined the exploitation plan for Tan Son Nhat International Airport and Long Thanh International Airport according to the model of a pair of international airports operating at the same time, the state proactively coordinates and determines the international - domestic exploitation ratio at each port in each period.
In the past time, ACV has proactively selected an international consultant, the Incheon Airport consortium (IAC Consultant) to develop a management and exploitation plan to ensure the goals and promote the investment efficiency of the Project. IAC Consultant has developed a set of Mining Concept Documents (CONOPS), developed a Master Plan.
Based on ACV's recommendation, the Ministry of Construction has directed the Civil Aviation Authority of Vietnam and ACV to study, evaluate, and refer to the actual organization and operation of the Airports (one goal of the Government, the plan for organization, management and operation, infrastructure capacity, services, trade, conversion roadmap, etc.).
During the research process, the Civil Aviation Authority of Vietnam coordinated with ACV and the Civil Aviation Academy of Vietnam to organize seminars, dialogues, and collect comments from domestic and foreign experts, airlines, logistics companies, international organizations such as the International Aviation Transport Association (IATA), listen to public opinions, public opinion and social media... to consider researching and developing the most optimal solution suitable to Vietnam's practical conditions.
As a result, the Civil Aviation Authority of Vietnam and ACV have agreed to report to the Ministry of Construction on the plan to divide the exploitation between Tan Son Nhat International Airport and Long Thanh International Airport in accordance with the approved Project's goals. At the same time, a detailed roadmap for the transfer of exploitation was determined to ensure the promotion of investment efficiency and approved investment goals of the Project.
