According to the Nghe An Provincial Market Management Department, implementing the unit's direction, Market Management Team No. 5 has simultaneously reviewed organizations and individuals producing and trading gold, precious metals, and gemstones in the assigned management area.
The establishments are required to commit to ensuring that goods have clear origins; quality meets announced standards; publicly list prices and sell at listed prices.
The business establishment also committed not to take advantage of market fluctuations to speculate, hoard goods, commit trade fraud and not to use digital platforms to organize illegal gold and gemstone business.
The content of this propaganda also mentions regulations on preventing and combating money laundering and combating terrorist financing in the field of precious metals and gemstones.
Representatives of Market Management Team No. 5 said that after the establishments sign commitments, the Market Management force will continue to maintain supervision. Cases that have been propagated and guided but still intentionally cheat, speculate or trade in goods of unknown origin will be handled according to regulations.
Along with direct inspection at stores, current management requirements also extend to electronic invoices, transactions through accounts and business operations in the digital environment.
The participation of many forces shows that Nghe An is aiming to manage gold business activities from many stages, including the origin of goods, prices, measurement, quality, invoices, taxes, payments and operations in the digital environment.
Strengthening management
In fact, many violations in the field of gold, precious metals and gemstones trading in the area have been detected and handled by Nghe An functional forces.
On April 20, 2026, Market Management Team No. 12 coordinated with the Economic Police Department, Nghe An Provincial Police to inspect 2 gold and jewelry gold business locations in the area.

Through inspection, functional forces determined that 2 businesses did not list prices according to regulations. On April 28, Team Leader of Market Management Team No. 12 issued a decision to fine two businesses, each unit 80 million VND, with a total fine of 160 million VND.
Previously, the Nghe An Market Management force also discovered and handled cases of jewelry business showing signs of intellectual property infringement, goods not ensuring relevant regulations. This shows that gold, jewelry, and gemstone business activities are areas that need to be monitored regularly, instead of just being inspected in batches.
Faced with these risks, on July 7, 2026, the People's Committee of Nghe An province issued Official Dispatch No. 8187/UBND-KT on strengthening the management of gold business activities in the area.
Accordingly, management responsibilities are assigned to many agencies, from State Bank Branch Area 8, Provincial Police, Provincial Tax Department, Department of Industry and Trade, Customs to Department of Science and Technology, and commune-level authorities.
