With a price of about 40 - 45 million VND/m2, many times higher than the starting price (18.3 million VND/m2 in 2015), lacking safety and legal conditions, however, when selling a house, most of this information is not mentioned by sellers and brokers.
As one of the first residents to buy an apartment in this project, Mr. Thanh (character's name has been changed) said that he had no idea that the house had not met fire protection conditions and had not been granted a pink book when being advised to buy a house, so he had been "stuck" here for many years.
"When buying, brokers and investors did not advise us about the house not ensuring enough fire safety and legal factors. Up to now, after moving for nearly 10 years, we still do not have a pink book," said a resident at the Royal SME apartment building.

"This house is 25m2 wide on the certificate but in reality, it must be more than 30m2, suitable for single people or newcomers with families like the younger siblings. Currently, the selling price is only 750 million VND. If you buy, I will sell it in the form of a notarized document, in general, just be assured, the whole building you live in here is not your own," the broker Nam advised.
Continuing to lead the reporter to see another mini apartment that had just been opened for sale for a while deep in the alley in Me Tri area (Nam Tu Liem, Hanoi), broker Nam said:
" phactas here are also being bought and sold by making a certificate, there are many buyers so you don't have to worry about anything. This area is very close to the center, convenient for transportation, the alley is a bit small but there are fire extinguishers on every floor.
The selling price for fully decorated apartments is about 40 million VND/m2, apartments here range from 43 to more than 50m2. Depending on the location, the highest apartment is nearly 1.8 billion VND, smaller apartments are from more than 1.2 billion VND or more," Nam informed.
The 2023 Housing Law, in Article 153, Clause 1, clearly stipulates: "Houses participating in buying and selling transactions must have a Certificate of home ownership, except in cases where the law has other provisions such as houses formed in the future that are eligible".
Regarding fire safety, Article 5, Decree 136/2020/ND-CP clearly stipulates: "The project must be accepted for fire prevention and fighting safety before being put into use".
Buying a house without ensuring or not completing the fire protection system, not having complete legal documents, not complying with legal regulations and posing many risks to buyers.
