On October 11, in Quy Nhon City, a conference was held to review 1 year of implementing the Socio-Economic Development Cooperation Agreement between Ho Chi Minh City (HCMC) and the Central Coast provinces.
Attending the conference were leaders of the Ho Chi Minh City People's Committee and provinces from Binh Thuan to Quang Ngai, along with representatives of more than 100 businesses.
The agreement on socio-economic development cooperation between Ho Chi Minh City and the Central Coast provinces was signed in Nha Trang (Khanh Hoa) on April 15, 2023. According to Mr. Duong Ngoc Hai - Permanent Vice Chairman of Ho Chi Minh City People's Committee, up to now, 10/10 regional cooperation contents and 10/11 bilateral cooperation contents have been implemented.
Specifically, regarding trade and investment promotion activities, the program to connect supply and demand between Ho Chi Minh City and localities has been successfully organized through many forms such as establishing online distribution channels, opening fairs, exhibitions, displaying, exchanging goods, connecting supply and demand on regional specialties and OCOP products, etc.
Investment promotion field: In 2023, the conference connecting businesses, promoting investment, trade and industry cooperation in 2023 in Quang Ngai province attracted 14 enterprises producing mechanics, consumer goods, food, beverages, etc. of the city to participate. The conference promoting investment and trade in Binh Dinh in 2023 had 24 enterprises of the city participating.
In May 2024, in Ho Chi Minh City, the "Typical Vietnamese Export Goods 2024" Fair attracted the attention of 28 enterprises from Binh Dinh, Ninh Thuan, Khanh Hoa, Quang Ngai, Phu Yen with 26 booths, displaying handicraft products, processed foods, grapes, green apples, seaweed, fish sauce, dried fruits, frozen seafood...
The conference also assessed the results of cooperation in the fields of tourism, agriculture, science and technology, digital transformation, transportation, healthcare, education and training, etc.
According to Mr. Duong Ngoc Hai, the cooperation mechanism has mobilized consensus in the awareness of localities, creating a favorable environment and development motivation for businesses.
Many cooperation contents in each year and the period of 2024 - 2025 have been shaped, including organizing the introduction of OCOP products into the distribution system in the city, promoting them to consumers in a market of more than 10 million people; contributing to price stabilization while supporting producers to find stable output.
Mr. Hai also frankly dissected some limitations that affected the effectiveness of cooperation: "Many contents have not ensured progress, have not gone into depth, and have not synchronously promoted the strengths of localities.
The cooperation content has not covered all areas, mainly focusing on trade, investment, tourism, healthcare, logistics, education and training. The subjects of cooperation are mainly between governments and have not spread to the business community.
The work of connecting and forming production and distribution chains still faces difficulties and challenges. Some local products with strengths have not yet found their way to the Ho Chi Minh City market.
Strategic infrastructure and key investment locations
The conference discussed and gave opinions on the content of the socio-economic development cooperation program between Ho Chi Minh City and the Central Coast provinces for the period 2024 - 2025.
The parties agreed to establish a sustainable cooperative relationship in accordance with the characteristics of the situation, orientation and development needs to bring about efficiency and practical benefits for the socio-economic development of each locality. Promote the role of enterprises, form supply chains, and develop the economy quickly and sustainably.
The development cooperation plan for the 2024 - 2025 period sets out the goal of organizing 11 regional cooperation events and 11 bilateral cooperation events to promote cooperation, promote potential, advantages, and investment opportunities of each locality.
Connecting to build raw material production areas, building supply chains; applying e-commerce in production and business activities.
Coordinate domestic and international trade promotion, support the consumption of local products, prioritize agricultural products and specialties that meet food safety standards, are grown according to VietGap, GlobalGap processes, and OCOP products with 3 stars or higher.
Cooperation in developing clean energy and renewable energy.
Exchange information and experience on planning, plans, policies and mechanisms, investment calling lists, coordinate the effective exploitation of logistics services, and cooperate in development in all fields. Coordinate the propaganda and promotion of the investment and business environment between Ho Chi Minh City and other localities.
Promote and advertise tourism in localities in Ho Chi Minh City. Link and coordinate to develop high-quality tourism human resources associated with promoting the development of science and technology, digital transformation in the tourism sector. Build new and attractive tourism products (bicycle tours, inter-provincial Carnival journeys, etc.); promote the triangular linkage products of tourism development of Ben Thanh Market - Da Lat Flowers - Mui Ne Beach.
Cooperation in science and technology development, digital transformation; agricultural development; climate change adaptation; development, operation, and traffic management; connecting networks of universities, centers, and research institutes; cooperation in developing medical networks and medical examination and treatment facilities...
The conference listened to comments and discussions from many experts, businesses, and local leaders. Dr. Tran Du Lich - Member of the National Financial and Monetary Policy Advisory Council, Chairman of the Advisory Council for the implementation of Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City - emphasized the need to complete traffic infrastructure, digital infrastructure, first of all the coastal route, as a "launching pad" for the strength of connectivity between Ho Chi Minh City and the region, especially in the fields of marine economy and tourism economy.
Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee - proposed a group of 5 solutions to help improve the quality and effectiveness of cooperation and linkage, including promoting and attracting enterprises of Ho Chi Minh City to invest in Economic Zones, Nhon Hoi Industrial Park, Becamex VSIP Binh Dinh; Dung Quat Quang Ngai; Nam Phu Yen; Van Phong Khanh Hoa; Du Long, Phuoc Nam Ninh Thuan, Ham Kiem I, Ham Kiem II Binh Thuan.
