Nearly 95% of inspections are unscheduled
According to a report by the Hanoi Market Management Sub-Department, in July 2026, the market management force inspected 278 cases, a decrease compared to June 2026. Of which, there were 264 unscheduled inspections, accounting for nearly 95% of the total number of inspections.
Through inspection, functional forces handled 242 violations and transferred 8 cases with signs of crime to the investigating agency.
The total amount of administrative violation fines reached more than 2.659 billion VND. The value of confiscated goods is over 1.079 billion VND, and the value of goods forced to be destroyed and to remedy consequences is over 1.529 billion VND.
According to the report, the total number of violations handled in July was 287 violations, down about 41.5% compared to 491 violations in June 2026. The group of goods infringing intellectual property rights decreased from 257 violations to 71 violations.
The Hanoi Market Management Department said that the main reason is that June is the time to focus on handling cases discovered during the peak period of implementing Official Dispatch No. 38/CD-TTg dated May 5, 2026 of the Prime Minister on fighting, preventing, and handling acts of intellectual property rights infringement.
After the peak period, the number of cases and acts handled in July decreased. However, goods infringing intellectual property rights are still the group of violations accounting for the largest proportion.
Inspecting many key areas
According to reports, in July, the Hanoi Market Management Sub-Department inspected and handled 9 cases related to smuggled cigarettes, fined 78.5 million VND, with violating exhibits being 753 packs of smuggled cigarettes, worth 37.752 million VND.
Regarding e-cigarettes and heated tobacco, functional forces inspected and handled 1 case, fined 40.5 million VND; exhibits of violation include 120 bottles of e-cigarettes essential oil, worth 22.8 million VND.
In the field of e-commerce, the Hanoi Market Management Sub-Department inspected and handled 12 cases, fined 496.6 million VND, with violating exhibits worth 53.788 million VND, including 386 car parts and 456 assembled children's toys.
Regarding food safety, the Hanoi Market Management Sub-Department has handled 7 cases, fined 235.159 million VND. The main violations include doing business in food services without a Certificate of eligibility for food safety; using people directly processing food without wearing masks as prescribed; production and business conditions are not guaranteed; food preservation is not in accordance with regulations and some other violations.
Regarding food-related cases, functional forces inspected and handled 20 cases, fined 703 million VND; exhibits of violations worth 506.067 million VND, including about 451 kg of fresh fruits; 2,396 pre-processed food products, packages, and boxes; 298 confectionery products; 1,374 health protection food products; 160 liters of alcohol; 80kg of bim bim and some supplements and smuggled pork of unknown origin.
Regarding N2O gas, functional forces inspected and handled 1 case, fined 4 million VND, exhibits of violation include 2 N2O gas tanks, worth 4 million VND.
According to the report, in July 2026, the Hanoi Market Management Sub-Department did not detect, inspect, or handle cases related to gasoline, oil, liquefied petroleum gas (LPG), pharmaceuticals, traditional medicine, and minerals.
The Hanoi Market Management Department said that in the coming time, the unit will continue to strengthen grasping the situation in the area, monitoring business activities in the e-commerce environment, focusing on groups of goods with high risk of violations;
At the same time, promote coordination with the police force, local authorities, rights holders and functional agencies to detect and strictly handle violations, contributing to protecting consumer rights and maintaining market order in the city.
