On March 5, the Provincial Advisory Council on science, technology, innovation and digital transformation held a meeting to listen to reports on key contents and give comments on the Quang Ninh Digital Economy Zone (EZ) and Free Knowledge Project.
The Quang Ninh Digital Economic Zone and Free Knowledge Project is built by the Provincial Economic Zone Management Board in coordination with APEC Group Joint Stock Company, with consulting opinions from experts from the National Innovation Center (NIC).
The project proposes to build a digital ZEC and free knowledge to fully enjoy preferential mechanisms and policies for ZECs according to the provisions of law and special and superior mechanisms, and is allowed by competent authorities to pilot implementation according to the proposed content; forming a dynamic and leading development space in the application of digital technology and knowledge economy in Southeast Asia, towards building a model digital economy city, which is a place to allow testing of unprecedented new management and technology models in Vietnam...
The EZ is expected to have an area of nearly 26,400ha, located in 10 communes and wards: Hoang Que, Yen Tu, Dong Mai, Tuan Chau, Viet Hung, Bai Chay, Hoanh Bo, Thong Nhat, Quang La, Cao Xanh.
The EZ space is structured into 3 functional sub-zones with close links and support, forming a complete digital economic ecosystem. In which: Sub-zone 1 is located in Dong Mai, Tuan Chau, Viet Hung, with an area of about 5,770 ha; including functions: AI R&D Center, International University Cluster for Digital Human Resources Training, Coastal Smart Urban Area... Sub-zone 2 is located in communes and wards: Viet Hung, Bai Chay, Hoanh Bo, Thong Nhat, Cao Xanh, Quang La, with an area of about 19,380 ha; including functions: Smart Management (Digital Twin), Model Digital Administrative Center, Northern Ecological Urban, DR Backup Data Center, industry, logistics support services... Sub-zone 3 is located in wards: Hoang Que, Yen Tu, with an area of about 1,230 ha; including functions: Semiconductor production, hardware component production...
In addition to the mechanisms and policies according to current legal regulations on EZs, digital technology industry, high technology, it is proposed to pilot the EZ and free knowledge of Quang Ninh with outstanding and unprecedented specific mechanisms and policies, competitive and attractive enough to attract large corporations, investors, experts, engineers, technology talents, and digital technology human resources from home and abroad to invest, live and work in the digital economy and innovation driving force of Quang Ninh.
