Accordingly, the investor implementing the project is the National Power Transmission Corporation.
The project has a scale of building 2 new 500kV overhead power lines with a length of about 35.5km, from Quang Ninh 500kV LNG substation to the transition connection point to 1 existing 500kV Quang Ninh - Hiep Hoa power line. Total investment is about 1,433 billion VND.
The power line is being built in the wards: Cua Ong, Mong Duong and Thong Nhat commune. The direction of the 500kV LNG Quang Ninh - Quang Ninh power line is agreed upon by the Provincial People's Committee in Document No. 1978/UBND-XD&MT (dated June 18, 2025). The progress of putting the project into operation and exploitation is 48 months from the date the investor is decided to allocate land or lease land.
The project is implemented with the goal of releasing the capacity of Quang Ninh LNG Thermal Power Plant; strengthening the transmission capacity for existing power lines, meeting the demand for load growth to serve socio-economic development in the Northern region in general and the northern mountainous provinces in particular; supporting power lines in the region to enhance the safe and stable operation of the national power system; creating strong links between regions, reducing power loss in the transmission grid, and increasing the safe and stable operation of the national power system.
Quang Ninh Provincial People's Committee assigns the investor to strictly comply with the provisions of law on investment; be responsible before the law for the truthfulness and accuracy of dossiers and documents attached to project proposals; ensure sufficient equity capital, contributed capital, and mobilized capital to implement the project according to regulations; fully fulfill financial obligations on land, mineral resources and tax, fee, environmental, labor safety, land, construction and related legal regulations.
The Provincial People's Committee assigns relevant departments, branches, and localities to guide investors to carry out environmental and land procedures in accordance with regulations; perform state management functions in inspecting the situation of land management and use; supervise the implementation of environmental protection solutions at the project; handle or propose competent authorities to handle violations according to regulations. For contents beyond authority, promptly report to the Provincial People's Committee according to working regulations.
The Quang Ninh LNG Power Plant project is invested by a consortium of contractors, including: Vietnam Oil and Gas Power Corporation - JSC (PV Power), Vietnam Mechanical and Erection Joint Stock Company (Colavi - specializing in mechanical processing), Tokyo Gas (Japanese gas company) and Marubeni Corporation (Multi-industry Corporation of Japan).
The scale of this project includes 1 gas power plant with a capacity of 1,500 MW and a 500 kV distribution yard, LNG import port, transport pipeline, storage warehouse... Total investment is about 2.2 billion USD.
