This poses a risk of spreading pathogens and causing damage to the mollusk farming areas in the area, while affecting the reputation and brand of oyster products in Quang Ninh province.
To enhance the effectiveness and efficiency in managing and controlling imported oyster products circulating on the market and protecting the Quang Ninh oyster farming area, the Chairman of the People's Committee of Quang Ninh province requested the Provincial Steering Committee 389 to direct and coordinate forces against smuggling, trade fraud and counterfeit goods to organize peak inspections and handling of smuggling and trading of imported yellow oysters of unknown origin.
The Customs Branch of Region VIII has increased the force to carry out customs procedures to strictly comply with customs laws and regulations on specialized inspection of imported oysters, coordinating with functional forces to control, detect, prevent and strictly handle violations according to the provisions of law.

The Provincial Border Guard Command strengthens patrols, controls, and strictly manages border areas, border gates, and openings through border localities (on land and at sea); promptly detects and strictly handles acts of illegal transportation of oysters across the border according to regulations.
The Provincial Police direct professional units and local police to strengthen their grasp of the situation of detecting and strictly handling the sources of illegal purchase, trading and transportation of yellow oysters across the border and violations of trade fraud, trading, transportation and gathering of yellow oysters of unknown origin.
The Department of Industry and Trade directs the Market Management Department to strengthen inspection and control of business activities, trading and circulating seafood products on the market; not to let smuggled oysters impersonate "Quang Ninh worms" to cause confusion for consumers.
The Department of Science and Technology soon completed the brand building, geographical guidance, and intellectual property protection for Quang Ninh oyster products.
The Department of Agriculture and Environment coordinates with the Department of Industry and Trade and localities to guide oyster farming, processing and trading establishments in the province to strictly implement legal regulations on conditions for aquaculture, processing and trading; resolutely not participate in purchasing, preliminary processing, processing and trading oyster products of unknown origin. Research and improve post-harvest farming and preservation techniques, in order to improve productivity and product quality to meet the needs of the domestic and export markets.
Chairmen of local People's Committees are responsible to the Chairmen of the Provincial People's Committees if there is a situation of trading and transporting smuggled seafood products of unknown origin, not ensuring food safety conditions in the locality without taking drastic measures to handle them.
